You will serve as a Traffic Management Specialist in the DoD Personal Property Shipping Office (PPSO) of NAVSUP FLC NORVA GF.
Duties
You will communicate with members, employees, their dependents or agents to elicit their shipment needs and services desired.
You will review orders and determine the extent of entitlements and eligibility for the shipment, drayage, or temporary/non-temporary storage of household goods at government expense.
You will explain shipment and storage options, excess costs, special procedures for shipments under various types of orders, approximate transit time, and member/employee as well as Transportation Service Provider (TSP) responsibilities.
You will ensure the work of TSPs and/or contractors engaged in the physical handling (packing and crating) and movement of household goods comply with applicable service tenders, solicitations, contract specifications, and government regulations.
You will respond to all member/employee and TSP requests for information/assistance, including answering questions, providing claims information, and initiating shipment change requests.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level GS-07 or pay band in the federal service or equivalent experience in the private or public sector that demonstrates performing analytical work in support of personal property shipment and providing counseling and entitlements in arranging and coordinating pickup, personally procured move, shipment and/ or storage of household goods. Explain shipment and storage options, excess costs, and special procedures for shipment under various types of orders. Examples of specialized experience may include the following: 1) Ensure that the work of Transportation Service Provider (TSP) and/or contractors engaged in the physical handling and movement of household goods comply with applicable service tenders, solicitations, contract specifications and other government regulations; 2) Respond to all member/employee and TSP request for information/assistance; 3) Reviews and finalizes DD Form 1299, Application for Shipment and/ or Storage of personal property, for member employee signature and compiles all required documents for shipment.

Education
In lieu of specialized experience, the following education may be subsituted:
A master's or equivalent graduate degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Two full years of progressively higher graduate level education leading to a master's degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
LL.B. or J.D., if related
OR
A certificate as a Certified Member, American Society of Transportation and Logistics. Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience.
