This is an internal merit promotion announcement open to current federal employees of the Eastern District of Washington. As needed, additional positions may be filled using this announcement.

Duties

As the Community and Law Enforcement Outreach Specialist in the United States Attorney's Office (USAO), you will join a team responsible for carrying out the public safety mission of the Department of Justice and USAO in the Eastern District of Washington. Typical work assignments of this position include: Developing and implementing outreach and engagement programs to foster communication and partnerships with public safety agencies, law enforcement, and others who serve communities. Providing issue analysis, recommendations, reports, advice, and guidance, verbally and in writing, on law enforcement and community outreach programs to management staff. Speaking to a variety of audiences about law enforcement and public safety issues and federal efforts at meetings, conferences, and other events. Coordinating with public safety agencies and community organizations, including coordination of groups, meetings, and events to address specific challenges, concerns, needs, and solutions to support communities, improve prevention and intervention goals, and public safety. Maintaining, creating, and distributing resource materials, as necessary, for use by law enforcement, other public safety representatives, youth serving agencies and organizations, non-governmental organizations, and other contacts. Serving as a grant-related subject matter expert for the office, including increasing awareness about grant programs, assisting with solicitations, and providing training/technical assistance that will advance grant access. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements upon the closing date of this announcement.

Qualifications

GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-09 level in Federal service. Specialized Experience is defined as: Coordinating with and providing assistance to representatives of federal and municipal law enforcement agencies that are external to the agency to improve public safety or prevent crime, which may include implementing projects or program activities to reduce violent crime, gun violence, drug and gun trafficking, fraud, and/or human trafficking. Planning community outreach activities in collaboration with community groups and/or representatives of agencies and organizations that provide education, social services, public safety, or other similar support to communities; and Creating and presenting information orally and in writing to increase awareness and knowledge of law enforcement and individuals in or serving communities, which may include promoting grant programs and no cost training and technical assistance opportunities. OR Education: One of the following types of education in a related field (e.g., Criminal Justice): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
