The Rural Health Coordinator is responsible to analyze, plan, evaluate and oversee the Mann-Grandstaff VA Medical Center's entire rural health care delivery system consisting of Community Based Outpatient Clinics (CBOCs), contracted Rural Health Clinics, a Mobile Bus, and other means (e.g. tele-health) to provide rural health care to Veterans.

Duties

Duties include, but are not limited to: Oversee and regulate functions as pertaining to the Mann-Grandstaff (VAMC) in Community Partnerships, ensuring efficient, effective, responsive, and accurate clinic operations for all Veterans as outlined in the contractual agreements. Analyze, evaluate, and report on system-generated data, narrative information, demographic, and statistical data to strategically plan and develop best ways to deliver rural health care while still operating in a confined budget. Convene and participate in cross-program and collaborative team efforts to develop and implement processes/plans to best provide rural health care utilizing the mobile bus, expansion of a community based clinic, and/or other service venues. Serve as the primary point of contact for Mann-Grandstaff VAMC Leadership and staff; Rural Health Clinic (RHC) Managers and staff; VISN 20; local state rural veteran organizations, and community partners for all Rural issues within Clinic operations and responsible for oversight of the administrative management of each facilities health care delivery system, and is responsible for planning, organizing, developing, managing, and evaluating the veteran operations of the Rural Health Clinics. Ensures that each Community Partnership meets the specification of the contract to include evaluations, credentialing and privileging, proficiencies, and performance of clinical positions with applicable clinical service lines at the Spokane VA Medical Center (SVAMC). Serve as the main point of contact for Veteran Administration related administrative operations in each clinic; incumbent is administratively accountable to the Chief of Ambulatory Care. Coordinate, direct, and perform duties associated with the administrative and contractual management of the rural health clinics with responsibility for planning, organization, development, direction, and evaluation of each rural health clinics contractual operations. Responsible for a variety of oversight regarding clinic functions and operations encompassing outpatient clinical elements, staff, and programs; duties require the ability to apply the specialized principles and practices of health care management. Serve as the Contracting Officer Representative for all Rural Health Clinic contracts. Responsible for managing and monitoring all operations related to the RH clinics for compliance related to the contract terms, conditions, and specifications. Responsible for preparing and managing the RH clinic budget. Applies budgetary policies, procedures, and regulations to assure adherence to health care system and service line fiscal policy, regulations, and guidelines. Responsible for monitoring and reviewing the National Patient Care Database (NPCDB) transmissions to ensure that clinic encounters have transmitted appropriately. Responsible for ensuring the clinic's education and compliance with VA, JC, HIPPA, FOIA, Release of Information and OSHA guidelines in the management of the Community Partnerships and the health and safety of its patients and employees and other regulatory bodies as assigned by the facility. Review each rural health clinic for adequate training to staff regarding safety and unsafe practices, use of personal protective devices, employee reporting of illness and injury, facility safety plan, and other safety issues as appropriate. Ensure that clinic administrative operations as deemed in the contract are performed efficiently, affectively, accurately, and tactfully to create effective customer relations. Responsible for planning, organizing, coordinating, implementing, directing, integrating, controlling, and evaluating clinical and administrative elements related to the purpose and functions of the Rural Health Contracts, ensuring efficient, effective, responsive, and accurate operations. Review quality and performance measure compliance at each rural health clinic and consults with rural health clinic managers to develop and initiate process improvements to produce desired outcomes. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Incidental Operators: are employees, other than those occupying a position officially classified as a motor vehicle operator, who are required to operate a Government-owned or -leased motor vehicle to properly carry out their assigned duties. To qualify as an incidental operator, an employee must possess a valid State license, have a safe driving record, pass a road test, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: overseeing administrative programs by gathering data to conduct detailed analyses concerning the relationships among the delivery of healthcare, support functions, and quality assurance to determine the cost effective use of funds, contracts and supplies, and contributes to the cost effective use of federal funds, administrative positions, workload, and productivity by interpreting administrative records and reports to develop manuals and directives. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary and will require managing multiple worksites and travel frequently to these sites which requires driving long distances. Ability to operate a government vehicle is required to travel frequently to multiple work sites. Some walking, stooping and bending is required. The incumbent must be able to carry files and documents weighing less than 15 pounds from one area to another. Work Environment: Work is performed in an office setting. The incumbent is exposed to moderate risks relating to contagious diseases and to combative patients, abrasive, unstable, and potentially dangerous patients. The incumbent will be required to travel for quarterly meetings or as designated by supervisor.
