You will serve as a PROGRAM ANALYST in the NAVAL FACILITIES ENGINEERING COMMAND of NAVFAC SOUTHWEST.
GS-09: $68,297.00-$88,786.00
GS-11: $82,633.00-$107,421.00
Duties
You will track incoming funding, obligation, and expenditures.
You will use NAVFAC SW financial and execution systems (i.e., COGNOS, FIS, BIMS, MAXIMO, ieFACMAN, CFMS, DAI, AND SABRS) to run detailed reports, collect data and analyze execution for Public Works Department, Region, and Leadership.
You will analyze programs, historic trends and budgetary requirements.
You will review, analyze, edit, and consolidate product line budget submissions.
You will generate and submit funding requests.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying funding that has been executed and explaining to leadership why funding is being executed at given levels; 2) Collaborating with members to establish funding requirements while utilizing prior historical analysis and critical drivers that affect future spending; 3) Generating and submitting funding requests to budget managers for approval; 4) Maintaining accurate records of execution and providing updates to leadership; and 5) Tracking execution, managing, and analyzing charges. **NOTE** This information must be clearly supported in your resume.
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working with Financial Management and Business/Support Line analysts to perform cost corrections; 2) Advising officers on impacts from changes in controls/budgets and budget polices; 3) Tracking and providing status of funding documents; 4) Assisting in the preparation of justifications for additional funding including mission critical needs; and 5) Utilizes financial and execution systems (i.e., COGNOS, FIS, BIMS, MAXIMO, ieFACMAN, and SABRS) to run detailed reports, collect data, and analyze execution for leadership. **NOTE** This information must be clearly supported in your resume.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a doctoral degree
OR
Possession of an LL.M that is related to this position being filled.

A combination of experience and graduate education as described above that equates to one year of experience
GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
