This position is located at Departmental Offices (DO), DAS Human Resources and CHCO. As a Human Resources Specialist (Senior HR Business Partner), you will be a strategic business partner functional program expert, responsible for providing leadership in developing, directing, and evaluating DO human resources policies and programs. The incumbent is tasked with representing DO OHR in a professional manner and for providing innovative consultative support to senior management staff.
Duties
As a Human Resources Specialist (Senior HR Business Partner), you will:
Provide leadership in assigned program areas by reviewing DO operations and conducting policy and project development studies and recommending program improvements.
Determine the need for and take the lead in preparing DO policy and appropriate issuances, operating guidance, training materials, marketing strategy, etc. in connection with assigned program areas and or projects.
Coordinate implementation activities with and oversee operational aspects of work performed by DO's human resources servicing agent, i.e., Bureau of Fiscal Services Administrative Resources Center (BFS ARC).
Provide expert advice and consultation to DO senior management staff and other Human Resources staff on policy and project issues.
Develop evaluation and monitoring strategies for oversight of program effectiveness in assigned areas.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE:For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
Experience with the concepts, principles, practices, laws, or regulations of human resources management (i.e., human capital strategy, staffing, talent acquisition, organization or position management, compensation management, benefits administration, employee development, performance management, or employee/labor relations); AND
Served in a role providing advice to human resources practitioners on matters related to staffing, recruitment, talent acquisition, or classification to resolve bureau-wide, or company, issues.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
