Duties

The incumbent's principal duties include advance security planning for local, domestic and international events in which the Secretary participates; security for the Secretary's suite of offices; and emergency testing procedures, to ensure the reliability of systems designed to safeguard these areas. The incumbent provides assistance in leadership and direction to the Protective Operations Branch in program planning, development, coordination and evaluation in the areas described below: Assists in the management and directing of the security and protection services for the Secretary of Health & Human Services and other senior officials of the Department of Health & Human Services under terms and conditions to be prescribed by the Inspector General (IG). Serves as a key advisor to the Special Agent in Charge (SAC), POB and manages all investigation, intelligence and information gathering activities regarding the Secretary, Deputy Secretary, and other high-ranking HHS officials. Receives and recommends as related to threat investigations of intelligence data to the SAC POB. Assists in managing and directing all activities related to the development of advance security planning, implementation and execution of the Secretary's local, domestic and international travel following general guidelines and instructions. Assists the SAC in coordinating and scheduling all duties and responsibilities of the POB, to ensure adequate protection coverage for the Secretary of the Department. Use all necessary resources, including TDY agents to meet daily staffing requirements for coverage. Ensures staff is well trained to respond to assignments which require frequent new and unrelated conditions which require onsite decisions relating to the protection of the Secretary and/or high ranking DHHS officials. Assists to ensure the POB staff attends or performs all mandated OI training, to include quarterly firearms requalification's; defensive tactics; and OIG on-line training. Requests protective support and provides advice, consultation, and oversight to Regional and Field Offices, to ensure the proper resources and personnel are provided for protective operations assignments. Develops and maintains professional relationships with numerous government agencies including Federal, State and local law enforcement. This includes entities of the U.S. Secret Service that impact on POB operations. There is weekly or monthly contact with Emergency Operations; the National Threat Assessment Center; and Liaison Division of the Intelligence Division. Directs the conduct of civil and administrative investigations under other procedures. The documentation in these cases differs for the criminal cases. Cases, which may initially appear to be civil or administrative violations, may result in the identification of criminal aspects to the case. Cases, which are criminal in nature, may be determined to be more effectively prosecuted under civil or administrative procedures, due to jurisdictional precedents. Cases prosecuted under criminal procedures are also referred for further investigation and penalty under civil procedure. Supervises and reviews special, unique and sensitive high-level threat investigations. These investigations require extra sensitivity and special handling. The incumbent prepares reports and other documents relating to special investigations and makes oral presentations on investigative findings to OI Senior Management, Deputy Inspector Generals, the IG, and other high-level officials. S/he may be called to testify before Federal grand juries and courts. Assists in the obtaining, coordinating and dissemination of information relative to the protective mission or threat investigation. This requires maintaining an ongoing expert knowledge of all departmental program areas, which is shared with field personnel through discussion, e-mail and memorandums. S/he coordinates and assists with the developing of oral and written responses to inquiries.

  • Must be able to obtain/maintain a Top Secret/SCI Clearance.

Qualifications

Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement. Must successfully qualify with OI-issued firearms on an approved course of fire and successfully complete OI Control Tactics training program. Appointments to this position will be terminated if all of the above are not satisfactorily completed. Minimum Age Requirements:The minimum entry age for this position is 21 years of age and the maximum entry age for this position is 36 years of age (the date of appointment must be no later than the date immediately preceding the 37th birthday) unless you have sufficient prior Federal service in a covered law enforcement position. Specialized Experience: In addition to meeting the basic requirements above, applicants MUST meet the additional requirements below: Minimum Qualification Requirements For the GS-14: Applicants must have 1 year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience serving as a Criminal Investigator providing high-level staff support with respect to the collection, distribution, and utilization of information, evidence, and intelligence in the conduct of criminal, civil, and administrative investigations, through the analysis of criminal complaints and allegations. and Providing leadership, oversight, and direction to staff routinely through participation in activities such as workgroups, teams, training, or special projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. This position authorizes the incumbent to carry a firearm and must meet the Lautenberg Amendment requirements as described in Title 18, USC Section 992 (g). Any person who has been convicted of a felony, a misdemeanor or crime of domestic violence cannot lawfully possess a firearm. The term convicted as defined by the statute, excludes any person whose conviction has been expunged, set-aside, pardoned, or any person whose civil rights have been restored, so long as the restoration does not restrict the shipping, transport, possession or receipt of firearms or ammunition. Candidates who have been convicted of a felony or misdemeanor or crimes of domestic violence within the meaning of the referenced statute are not eligible for this position. Law Enforcement Retirement: This position meets the eligibility criteria for law enforcement retirement under both the Civil Service Retirement Systems (CSRS) and the Federal Employees Retirement System (FERS). Employees covered by either retirement system that reach age 50 or over with at least twenty years of service as a law enforcement officer are qualified for law enforcement retirement. In addition, employees covered by FERS (all new hires to the federal government) of any age with at least twenty-five years of service as a law enforcement officer are qualified for law enforcement retirement. Finally, employees who reach age 57 with at least twenty years of service as a law enforcement officer are subject to mandatory retirement. This position is approved for Primary Law Enforcement coverage under 5 (USC) 8331 (20) or 5 USC 8401 (17).
