This vacancy is for a GS - 0203 - 5/6/7, Human Resources Assistant located in the Department of Homeland Security, U.S. Coast Guard, OFFICE OF CIVILIAN WORKFORCE RELATIONS.

Duties
You will serve as a Human Resources Assistant and be responsible for assisting in providing technical support to customers, employees, and management officials/supervisors. .
Qualifications
To qualify at the GS-05 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-04 grade level in the federal sector. Specialized experience must includes 1. Performing administrative duties to include preparing correspondence, filing, answering and directing calls. 2. Assisting with preparation of documents, case files, entering information accurately into databases and trackers accurately. 3. Performing general office administrative support (e.g., timekeeping, scheduling meetings, maintaining office SharePoint/web page). 4. Preparing corrected documents or assisting employees with preparing corrected documents.
OR
EDUCATION: Successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience. NOTE: You must submit a copy of your transcripts.
To qualify at the GS-06 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-05 grade level in the federal or private sector. Your resume must demonstrate the specialized experience. Specialized experience must ???????includes: 1. Conducting research and providing technical answers to inquiries related to ER, LR. 2. Advising employees about basic personnel matters pertaining to ER, LR, performance management and awards. 3. Providing information to employee on status and explains computations and regulatory provisions that pertain to the special conditions and circumstances of the individual's case. 4. Assisting specialists in case management by researching case law to identify precedents for current ER, LR, performance management, awards, and employee engagement problems or search similar cases or complaints.
5. Assisting with honorary award solicitations, review of nominations, and other administrative support for honorary awards programs and ceremonies.
6. Processing personnel actions in accordance with applicable laws, rules and regulations

To qualify at the GS-07 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-06 grade level in the federal or private sector. Specialized experience must includes: 1. Applying, a large body of Human Resources rules, regulations, procedures, and troubleshooting instructions concerning ER, LR, performance management, awards, and employee engagement sufficient to perform a wide variety of interrelated and/or non-standard HR support work. 2. Coordinating, developing facts and resolving support problems related to employee and labor relations issues and performance and awards procedures. 3. Ability to utilize industry-standard office applications to perform operations and prepare complex documents containing tables or graphs. 4. Assisting customers with routine honorary award and recognition requests and templates. 5. Processing personnel actions in accordance with applicable laws, rules, and regulations. 6. Explaining employee rights, management rights, procedures for filing grievances, and the distinction between the union contract and established Human Resources policies
