The Human Resources Directorate, Goddard Space Flight Center, is seeking a highly skilled individual to serve as a senior employee relations specialist. This position is responsible for providing expert policy and advisory services in the employee relations program area with a focus on employee performance and conduct.
Duties
Serves as subject matter expert and advises management on appropriate disciplinary or other corrective techniques to assist in responding and
resolving a wide range of complex issues for conduct and performance problems.
Consults with managers, supervisors, employees, etc. to interpret and apply laws, regulations, and policies on various employee relations
functions including grievances, appeals, adverse actions and other issues.
Develops proposal and decision memorandums for management's use for resolution of employee relations matters that have visibility with
agency’s senior leadership. Develops written policies, advisories, etc. on management-employee relations functions.
Utilizes a wide range of subject matter practices, laws, regulations, policies, and precedents and analytical methods to identify, evaluate, and
recommend appropriate employee relations solutions.
Develops and delivers briefings, project papers, status/staff reports, and correspondence to peers, supervisors, and managers to foster
understanding and acceptance of findings and recommendations.
Researches applicable laws, policies, and agency precedents to recommend appropriate disciplinary or corrective techniques for conduct or
performance problems.
Investigates, discusses, and analyzes issues, complaints and problems and devises solutions as resolutions, including researching precedents
through databases, software, and traditional record systems.
Applies knowledge of labor relations policies and regulations in order to answer questions in the absence of the Labor Relations Specialist.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing in-depth consultation and strategic guidance on matters related to employee relations policy and programs;
Making recommendations for complex and controversial employee relations issues based on sound interpretation of guidelines and practices;
Developing and issuing decisional memorandums, informative briefings and presentations to a broad audience on technical human capital programs and initiatives;
Applying mastery in a wide range of advanced employee relations concepts and practices and seasoned consultative skills, and serving as an expert consultant to management and peers.
