This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), Intelligence Watch and Coordination Center (IWCC), Intelligence Watch. The incumbent serves as an Intelligence Operations Specialist for a team working shifts--Days (0530-1530), Swings (1300-2300) or Midnights (2100-0700).

Duties

This is a position performing complex assessments where the incumbent works within a 24x7/365 shift roster, serving as Watch Officer during a shift responsible for monitoring world-wide all-source intelligence, collection, and operation information, and providing Department of Homeland Security and homeland security partners with timely indications and warnings of relevant events. The incumbent accomplishes projects, supports programs or performs assignments conducting research and analysis on intelligence and operational issues and through short-term planning and work assignment to other members of the watch team. The officer serves as a liaison with personnel in assigned and related fields, such as those at Mission Centers, intelligence agencies, within DHS operational components, or at the state and local level. MAJOR DUTIES

Requirements

  • Must be able to hold a TS/SCI Security Clearance.
  • Must be a U.S. Citizen.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Overtime may be required in response to a significant event.
  • Must maintain personal transportation 24x7x365 to work from primary work location at St. Elizabeths, or other location as required by management
  • The incumbent will be required to work on a shift in support of 24-hour operations.
  • Will be required to regularly support 24X7x365 watch operations requiring irregular work hours from a variety of locations throughout the National Capital Region, as required by management.

Qualifications

Specialized Experience: To qualify for the maximum GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Other grade offers will be dependent upon relevant education and experience as assessed. You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is defined as supporting ongoing or emerging operational contingencies in any established specialty area; and/or SIGINT/All Source analysis. Such experience may include conducting a variety of complex assignments within his/her area of responsibility and conducting and directing in-depth research and analysis in support of homeland security. The competencies or knowledge, skills, and abilities needed to perform this job are: Knowledge of established intelligence gathering and dissemination principles, pertinent administrative regulations, and other guidelines plus skill in applying well-established information gathering, fact-finding and dissemination techniques. Knowledge of the DHS I&A homeland security intelligence missions and operations including a general knowledge of DHS component agencies and their missions. Skill in organizing and presenting data and trends in a variety of formats for presentation to superiors using spreadsheets, tables, charts and other tools. Strong customer service and interpersonal skills in order to maintain effective working relationships with both internal and external customers. Ability to communicate both orally and in writing in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.

Education

Substitution of education in lieu of specialized experience may not be used for this grade level.
