Duties

The primary purpose of this position is to: Serves as the Combatant Command (CCMD) Subject Matter Expert for Space Operations tasked with conceiving, developing and integrating campaign and contingency planned products (e.g. Operations Plans (OPLANs), Concept Plans (CONPLANs)) developed at U.S. Space Command (USSPACECOM). Coordinates space operations products on behalf of USSPACECOM and serves as principle advisor for all USSPACECOM integration efforts between USSPACECOM and supported Combatant Commander and staff. Serves as Principal Advisor and Space Operational Planning Integrator between USSPACECOM Joint Integrated Space Team (JIST) and the supported combatant commander and staff. Develops combatant command-level Space Operational concepts and crafts global integrated space operational plans and annexes to achieve and maintain space superiority for the nation. Conducts and analyzes studies and technical assessments of space operations courses of action. Develops and advocates recommendations based on analytical results. Coordinates with organizations outside USSPACECOM on matters related to space operations campaign and contingency planning. Participates in command contingency planning operations and peacetime exercises that support contingency plans of USSPACECOM and other Combatant Commanders.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • Incumbent is subject to irregular tours of duty and work hours. Shift work will be required when supporting 24/7 operations when participating in exercises, war games, or actual crisis scenarios. Overtime may be required.
  • This is a Centrally Managed position in the Operations career field.
  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.

Qualifications

Conditions of Employment (cont.) Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, USSPACECOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Space planning experience (e.g. combatant command, joint/combined task force, component), advanced studies (e.g. School of Advanced Military Studies, School of Advanced Air and Space Studies), joint professional military education II credentials or equivalent is highly desired. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes Specialized experience is described as: Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately. For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of space operational planning and analysis and applications of this knowledge to joint planning processes in the DOD. Extensive understanding of space operations and operational planning as it applies to warfighting; and space operational tactics, techniques, procedures (TTP) and capabilities. In-depth knowledge of USSPACECOM policies and standards along with knowledge of the technical aspects of pertinent system software, hardware and applications. Knowledgeable of the JOPES and Military Decision Making Process. Skill to gather facts and use effective, analytical, and evaluative methods to accurately assess information, make sound decisions and develop courses of action when guidance is absent or unclear. Ability to develop and implement innovative approaches to resolve unusual/difficult issues significantly impacting command-wide policies or programs. Ability to solve broad organizational issues, implement strategic plans within and across organizational components, and ensure a cooperative teamwork environment. Highly skilled in communication, both oral and in written, resulting in clear, concise, and technically accurate products appropriate for the intended audience; ability to negotiate complex issues and maintain good working relationships with diverse groups and executive-level command management; ability to work with minimal guidance and direction from division and command leadership. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
