This position is located with Headquarters, National Conservation Lands & Community Partnerships Directorate (HQ400) in Grand Junction, Colorado. Information about Grand Junction and the surrounding area can be found at Grand Junction, CO.

Duties
Develops procedures and systems for assessing the effectiveness of programs and management processes in a land management environment.
Develops administrative regulations or guidelines for the conduct of program operations.
Develops and administers criteria for measuring program accomplishment.
Recommends workable solutions and actions that are grounded in sound management principles and are achievable in relation to applicable policies and regulations.
Utilizes interpersonal and relationship skills to understand issues and develop solutions in response to leadership and management requests.
Interacts with Tribal officials and staff with familiarity of historical documentation, correspondence, and records of past interactions.
Develops and presents management analyses, assessments and evaluations relating to program accountability and results within and outside the agency.
Generates management reports; initiates requests, justifications and other report documents as needed by leadership.
Provides training to BLM staff at all levels on Tribal program-related matters including Departmental initiatives, laws, and policies.
Establishes professional relationships with Tribes, Tribal governments, and staff which facilitate long-term, positive partnerships around land management and resource protection.
Engages and communicates with Tribal nations as a representative of the Bureau, Department, and the U.S. Government.
Collaboratively facilitates solutions in response to Tribal and management identification of problems and issues.
Requirements

Qualifications

For GS-12: One year of specialized experience equivalent to at least the next lower grade level GS-11 in the federal service. Specialized experience at this level is defined as experience at the state level in policy development, guidance, training, and field assistance related to Tribal Relations and trust responsibilities. Knowledge and experience of Native American customs and cultures, Indian law and experience coordinating with state agencies and consulting with federally recognized tribes. Analyzing programs that include or effect Native American tribes. Coordinating tribal outreach efforts with external offices. Attending tribal events and/or participating in tribal ceremonies. Developing and providing training and/or guidance on Native American cultures.
For GS-13: One year of specialized experience equivalent to at least the next lower grade level GS-12 in the federal service. Specialized experience at this level is defined as experience at the state and national level in policy development, guidance, training, and field assistance related to Tribal Relations and trust responsibilities. Knowledge and experience of Native American customs and cultures, Indian law and experience coordinating with federal agencies and consulting with federally recognized tribes. Working with Native American tribes on sensitive land management issues. Developing cooperative relationships with Native American tribes. Advising higher-level agency officials on multiple complex land management issues that affect tribal interests. Working with Tribal representatives to positively affect relationships between Tribes and a land management agency.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
