This position is with HQ/National Conservation Lands & Community Partnership Directorate (HQ400) located in Grand Junction, CO.

Duties
Prepares budget related documents including program packages, strategy plans, budget estimates, justifications and amendments, questions from Congress and OMB, preliminary target allocation (PTA) and annual work plans (AWP).
Assesses programs to determine their ability implement laws and policy and meet the needs of the agency. Encourages appropriate planning, documentation, and reporting tools to achieve established objectives for program integration and efficiency.
Effectively use systems such as the BLM's Management Information System (MIS), Financial and Business Management System (FBMS), Inspector General and General Accounting Office Audits, and other automated programs and initiatives.
Coordinates budget and other issues in the Strategic Plan, including working with the Department to integrate Departmental Government Performance and Results Act (GPRA) goals and objectives into the BLM Plan.
Works with the Division Chiefs to ensure timely submissions for the Annual Report and is involved in the development of the AD's EPAP.
Represents directorate leadership in negotiations on budget, resource allocations, strategic direction, or related issues.
Enunciates and clarifies policy for management, translates policy into strategy and implementation plans and assures adherence to national policy and specific guidance of the AD.
Represents the AD's position and Bureau needs to DOI task groups and committees.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: experience using automated budget programs and developing, tracking and reporting on a budget for a program or multiple programs; experience evaluating program results, processes and environmental functions related to public land management; and experience producing/editing written materials and communicating orally with a wide variety of audiences representing diverse interests and knowledge regarding natural resource management and related budget issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
