THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY ENVIRONMENTAL PROTECTION SPECIALIST (TITLE 5), Position Description Number T5099000 and is part of the HI JFHQ FMO, National Guard. LOCATION: Construction Facilities Maintenance Office, Hawaii Army National Guard, Honolulu, Hawaii

Duties

SUMMARY OF DUTIES: The primary responsibility is supervising and managing the state environmental program in conformance with policies, regulation, and Federal, state, and local statutes. Exercises supervisory personnel management responsibilities. Responsible for the State ARNG Environmental Program and supported tenants, which involves the implementation and monitoring of various programs such as outlined in ARNG regulations, directives and policy guidance. Serves as the primary contact with regulatory agencies regarding environmental matters; with civilian authorities for installation project developments that have an impact on surrounding communities directed by NEPA; with Federal, state, and local agencies for notification of air and water quality construction, toxic and hazardous waste permits and other environmental projects; and for coordinating initial and ongoing IRP efforts. Reviews and directs the initiation of corrective actions; the coordination with NGB on all Notices Of Violation, Compliance Orders, Notices Of Non-compliance; and other related environmental violations. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Performs other duties as assigned. Qualifications

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. GENERAL EXPERIENCE: Progressively responsible clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position. SPECIALIZED EXPERIENCE: 1 year specialized experience to at least the next lower grade that provided experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. OTHER REQUIREMENTS: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITIONS OF EMPLOYMENT: 1. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance. 2. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. 3. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. NOTES TO CANDIDATES: a. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. b. Qualified candidates in the second through sixth categories will be referred in order if there are no qualified applicants in the first through fifth categories. i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: - Dismissal from employment for delinquency or misconduct; - Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; - Intentional false statement or deception or fraud in examination or appointment; - Habitual use of intoxicating beverages to excess; - Reasonable doubt as to the loyalty of the person involved to the Government of the United States; - Any legal or other disqualification which makes the individual unfit for service; - Lack of United States Citizenship. j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position. l. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement. m. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. n. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.
