The incumbent serves as a Program Specialist for the Department of Medicine, within Program Specialist for ICU, Pulmonary, and Lung Cancer Screening Program, working with the ACOS and Section Chiefs on planning and implementation of new clinical initiatives in the department. Provides full support on administrative matters affecting patient care and organizational policy, and supports the teams responsible for planning, organizing, developing, directing, and evaluating new clinical initiatives
Duties
Major duties and responsibilities include but are not limited to the following:
The Program Specialist provides ongoing support in program planning, budgeting, contracting, personnel and equipment decisions affecting departmental administrative and clinical operations. Provides planning and administrative support for the development of new clinical initiatives and programs in the department under the direction of the ACOS and the Section Chiefs responsible for these programs.
The incumbent will be responsible for working with the ACOS, AO and Section Chiefs in the development and implementation of new clinical programs/initiatives, serving as a liaison with other operating units in the facility in order to effectively plan and implement these new programs/initiatives.
The Program Specialist will be responsible for leading and/or actively participating in projects requested by departmental leadership. Coordinates all aspects of each special project to ensure that objectives are achieved. Utilizes advanced planning, organizational, and management principles and practices to plan, design, and conduct professional studies in such areas as the acquisition, development, analysis, and presentation of population-based planning data, health and economic demographics, and patient care and work performance to enhance the efficiency of the operation of the health care system. Examines routine and highly complex operations systems, problems, either potential or real, and determines, in priority order, actions necessary to resolve the problems upon which recommendations for their resolution can bemade. This procedure often involves the extensive collection of data from multiple sources across organizational lines. Coordinates cross-organizational projects involving more than one service and ensures completion of the projects within the prescribed time frame.
Implements appropriate planning procedures to accomplish programs, projects, or needs. This may involve data collection, data analysis, and preparation of recommendations resulting from special studies concerning problems of staffing, equipment, budget cost containment, space availability and assignment, work simplification/organizational realignments or reorganization, report requirements, productivity, automated management information system, etc. Develops and implements management information monitors for tracking status of administrative service resources and operational parameters relative to service performance and strategic goals/plans as needed.
The incumbent will prepare written correspondence, reports and presentations for leadership that are clear, concise, and complete and require few revisions of content on issues as assigned.
Work Schedule: Monday - Friday, 8:00am-4:30pm (this is a Detail Not to Exceed 120 Days)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing ongoing support in program planning, budgeting, contracting, personnel and equipment decisions affecting departmental administrative and clinical operations. Leading and/or actively participating in projects requested by leadership and coordinating all aspects of each project to ensure that objectives are achieved. Utilizing advanced planning, organizational, and management principles and practices to plan, design, and conduct professional studies in such areas as the acquisition, development, analysis, and presentation of population-based planning data, health and economic demographics, and patient care and work performance to enhance the efficiency of the operation of the health care system. Implementing appropriate planning procedures to accomplish programs, projects, or needs to include data collection, data analysis, and preparation of recommendations resulting from studies concerning different departmental problems. Preparing written correspondence, reports and presentations for leadership that are clear, concise, and complete. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LLM, if related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. (Transcripts must be submitted). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level education. Only education in excess of the first 18 semester hours (i.e., beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement. Physical Requirements: The work is primarily sedentary, although may involve periods of walking or standing toobserve work operations. Requires use of computer on a daily basis.
