This position is organizationally aligned under the Office Chief Engineer - Facility Master Planning (FMP) Service at the Jesse Brown VA Medical Center, Chicago, IL and reports directly to the Facility Master Planner. The primary purpose of this position is to provide overall administrative management and program analysis support to the Engineering (FMP) Service, which includes the Interior Design Section.

The principal duties and responsibilities of the Supervisory Management and Program Analyst for the Engineering Service are as follows:
This position serves as a Management and Program Analyst providing expert analysis and guidance supporting the engineering program operations, conducting complex studies for the improvement of Engineering programs. Develops and implements process improvement modifications and revisions to enhance the effectiveness and efficiency of engineering program operations.
Provides technical and overall administrative management for Engineering Service. Interprets administrative and technical policies, develops implementing or local policies, defines administrative requirements, and/or provides advice to the engineering management on related issues. Serves as the principal advisor to the Chief Engineer on all administrative management matters associated with Engineering Service.
Evaluates the effectiveness of Engineering programs by implementing proactive, systematic, and standardized program reviews through the application of proven Lean Six Sigma quality improvement methodologies.
Conducts directed and routine quality process reviews to evaluate the process and program performance against internal criteria, established procedures, and industry best practices.
Develops, initiates, and implements engineering administrative policies and procedures for facility-wide areas of responsibility that impact deadlines and may cause a necessary change in workflow or redistribution of the workload. Changes in priorities may be required to meet deadlines or financial requirements.

Work Schedule: Monday - Friday 7:30AM - 4:00PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience GS-12: At least one (1) full year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, that equipped you with the particular knowledge, skill, and abilities to perform successfully the duties of the Management and Program Analyst and is typically in or related to the work of the position to be filled. Specialized experience includes: Experience and knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of administrative operations; budgeting, planning, administration, or other key administrative support functions; and sufficient to analyze and evaluate broad and difficult problems and make recommendations for complicated solutions. Knowledge to design and conduct comprehensive analytical and evaluative studies and reviews that employ a wide range of analytical and statistical methods and techniques to assess and improve the effectiveness and efficiency of key administrative support functions within the agency. Knowledge of the unique characteristics of the health care delivery system served, the missions, organizations, programs, and requirements of health care delivery systems and agency operations and programs sufficient to interact effectively with healthcare facilities and to seek out and secure more detailed, technical Information for task accomplishment when needed. Skill and ability in the use of oral and written communications methods and techniques to accomplish continuing coordination, preparation of studies and evaluations, and make presentations. Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations for managers or other officials to accept and implement findings and recommendations on organizational improvement or program effectiveness.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
