This position is located with Bonneville Power Administration (BPA), in Real Time Scheduling (TORW) organization in Real Time Operations (TOR), System Operations (TO), Transmission Services (T). A successful candidate in the Public Utilities Specialist (Transmission Scheduling) position will serve as a master scheduler and technical expert in transmission scheduling.

Duties

As a Public Utilities Specialist (Transmission Scheduling), you will: Participate in the identification, design, development, and implementation of more efficient methods to deliver scheduling products and services and in the development and implementation of new policies and processes. Provide expert advisory service and authoritative policy interpretations on highly complex scheduling issues. Determine apportionment of all transmission line capacities for individual utilities, brokers, marketers, etc. Coordinate hourly sales and purchases of transmission throughout Canada and the Continental USA for T/BPA or its customers. Assure that transmission schedules are in accordance with applicable contracts for sale, purchase and transfer of transmission over the Federal Columbia River Transmission System (FCRTS). Advise transmission dispatchers, outage dispatchers, and scheduling personnel on all matters pertaining to scheduling matters. Perform work of other Transmission Scheduling positions at times of temporarily increased workload or absence of other personnel.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized Experience is defined as: Experience in implementing and assisting in the development of improvements in utility industry scheduling practices and policies, and providing technical advisory service on transmission scheduling issues to meet organizational goals and objectives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is no substitution of education for experience at the GS-13 grade level. Other Requirements: Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC): The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles. The FERC SOC basic principles require BPA's Transmission Function employees and its affiliated Power Merchant Function employees to function independently and abide by non-discriminatory information access and prohibited disclosure regulations for transmission-related information that is not equally available to all customers. In addition, the incumbent is required to complete BPA's mandatory SOC training. Physical Demands: The work is sedentary, although some slight physical effort may be required in stooping, kneeling, bending, etc. In an emergency event, carrying equipment weighing less than 50 pounds (laptop, binders, chargers) to an alternative site on the BPA Ross Complex. Work Environment: Work is performed in a time sensitive environment but within an adequately lighted and climate controlled office. For COOP training or a COOP event, travel will be required to the MSC in Spokane, WA or an alternate scheduling facility in the Portland-Vancouver area. The assignment requires 12-hour shifts for multiple days or nights including weekends, and holidays.
