This position is located with Bonneville Power Administration (BPA), in Scheduling East (TORE) organization of Real Time Operations (TOR) organization, System Operations (TO), Transmission Services (T).
A successful candidate in this position will serve as a shift supervisor of a Real-Time Transmission Scheduling Team and as a member of Transmission Scheduling management team.
Duties
As a Supervisory Public Utilities Specialist (Transmission Scheduling), you will:
Plan work to be accomplished by subordinates, set, and adjust priorities, and prepare schedules for completion of work.
Give advice, counsel, and instruction to employees on both work and administrative matters.
Participate in the identification, design, development, and implementation of more efficient methods to deliver scheduling products and services and in the development and implementation of new policies and processes.
Interpret complex legislative, regulatory, and policy guidance to prepare recommendations for management.
Determine apportionment of all transmission line capacities for individual utilities, brokers, marketers, etc., for transmission access of non-firm and firm assured deliveries under terms of the FERC 888A & 889A in conjunction with T/BPA new tariffs.
Coordinate hourly sales and purchases of transmission throughout Canada and the Continental USA for T/BPA or its customers.
Advise transmission dispatchers, outage dispatchers, and scheduling personnel on all matters pertaining to scheduling matters.
Requirements

- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.

- First time supervisors will be required to serve a 1 year probationary period.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- Work is performed seven days per week in 12 Hour Rotating Shifts
- Subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Power Merchant Function employees.
- This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Transmission Function employees.
- The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as experience 1) developing plans, goals, and objectives for the long-range implementation and administration of changes in transmission and energy scheduling; 2) assuring that transmission schedules are in accordance with applicable contracts for sale, purchase, and transfer of transmission; 3) recommending changes in existing procedures and developing new procedures, as required, to accomplish transmission scheduling transactions.
