This National Guard position is for a MANAGEMENT AND PROGRAM ASSISTANT (OA) (T32), Position Description Number D2014000 and is part of the AL 232ND CBCS, National Guard.

Duties
1. Assists in analyzing statistical and narrative data in order to improve efficiency of the administrative processes in the organization. Analyzes production and personnel action data, policies, SOP's, directives etc. Data consist of Enlisted Performance Reports / Officer Performance Reports, Metrics, Unit Manning Document, hiring, personnel actions, limited duty, data calls, etc. Employee must be able to protect sensitive information and communicate these issues with only appropriate personnel. Independently or as a member of a team will conduct special projects throughout the organization using established methods of gathering and tracking data, doing flow chart analysis, trend analysis identifying and resolving issues.. The studies involve processes and procedures that are primarily of a factual or procedural nature. Provides assistance with management analyst functions and in the oversight of administrative and personnel management programs. Performs a wide variety of support to include policy, directive and manual revisions, updates, tracking and issuances. Supports professional staff and integrated support team in gathering and tracking data, coordinating system access, establishing easily accessible electronic files and databases, coordinating work on special projects, composing correspondence, and assisting in preparation of reports and briefings. Assists in the preparation of program management documents. Coordinates actions, clarifies responsibilities and timelines for completion. Consolidates data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability. Provides advice and guidance for improvements and anticipates areas of concern. (40%)
2. Incumbent ensures that priority actions are properly staffed and executed throughout the organization. Establishes controls and suspense dates and follows up to ensure that required actions and responses are completed within deadlines. Documents proceedings and furnishes supplementary guidance/information as requested. Assesses the need for and coordinates acquisition of resources, personnel, services, supplies, equipment, facilities maintenance, etc., needed for effective operation of the organization. Coordinates with staff and follows through to ensure timely delivery of necessary support. Receives and reviews all correspondence for the squadron Commander. Prepares replies when material does not require direct attention of management subject matter experts. Composes correspondence and routes matters requiring action by other areas within the squadron and follows up to ensure that actions are completed within established deadlines. Screens all correspondence for clarity and appropriate coordination. Returns correspondence to originator for corrections or re-composition. (25%)
3. Establishes and maintains Commander schedules, operating files, time reporting, leave, system access and records. Answers telephone inquiries or refers to appropriate staff. Uses judgment to answer recurring questions to resolve issues. Distributes communications, recording the receipt, suspense, and completion dates as appropriate. Monitors status of forms and expendable supplies. Coordinates all travel arrangements and performs all transactions in the Defense Travel System for senior personnel. Arranges conferences and/or meetings to be held locally. Prepares agendas, develops a list of participants, and notifies attendees. Supports staff in organizing, managing forums from action officer working group meetings to large conferences and forums. Composes meeting announcements, records and disseminates meeting notes or generates after action reports. Compiles and publishes resulting action items and tracks action items to completion and ensures other commitments resulting from meetings are acted upon. Uses a variety of information technology equipment to prepare detailed and complex charts, graphs, and narrative material. Prepares a variety of correspondence, reports, action papers, etc. (25%)
4. Purchases supplies and initiates purchase requests for the squadron. Serves as Government Purchase Card holder for the supply purchases. May serve as Hand Receipt holder for the squadron. Responsible for initiating, tracking, ensuring delivery, reconciling and approving purchase card statements, and ensuring that commitments, obligations, and expenses are applied using the correct funding string, that sufficient funds are available, and to analyze associated effects and recommend courses of action when budgetary funding changes do not meet current and/or proposed requirements. Provides input to the annual budget submission for the next fiscal year budget requirements. (10%)

- May occasionally be required to work other than normal duty hours; overtime may be required.

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Air National Guard. GENERAL EXPERIENCE: Experience, education, or training involving administrative or clerical experience (i.e., applying guidelines, rules and regulations to assignments, composing correspondence, researching and compiling information and data, and records administration). Experience using computer and automation systems. involving basic data gathering methods (i.e., standard interviewing or surveying techniques to collect various types of factual information and performing under general instructions). Reviewing and/or modifying forms to determine if they are essential, can be simplified, consolidated with existing forms, or standardized for wider use. Experience working with internal controls pertaining to administrative functions. Knowledge of the organization and its mission sufficient to collect, organize and interpret information to include statistical material. Experience working with regulations and administrative procedures involved in assessing and assuring compliance.
SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience evaluating and determining regulatory compliance. Experience using guidelines, methods, precedents, and techniques applicable to the specific programs or phases relative to the position. Experience conducting studies, preparing reports, and making changes to eliminate ineffective operations.
KNOWLEDGE REQUIRED BY THIS POSITION:
-- Knowledge of the Group/subordinate units missions, objectives, and programs to include the internal workings of the organization, the status and nature of staff assignments, and the role played by the organization in the overall mission.
-- Knowledge of an extensive body of rules, procedures and operations of all aspects of production operations to include mission and functions, policies, procedures, and regulations by which they are governed in order to identify inefficient administrative processes and compliance with regulatory or policy. Knowledge of administrative management systems and procedures along with military and civilian manpower/personnel programs is required. Maintains a current knowledge of reports and techniques. Ability to develop solutions to problems logically and systematically. Ability to utilize database systems to maintain program and personnel information and utilize the information to update charts and reports.
-- Knowledge of Group mission, needs and commitments to make valid recommendations for efficient use of resources.
--Ability to research, collect, develop and consolidate data for use in the preparation of reports. This ability is needed in order to compile statistics and supporting analyses for use in the decision-making process of writing special reports by higher-level specialists.
-- Skill in written and oral communications in order to present reports on the results of studies and present findings. Ability to communicate effectively, both orally and in writing, to explain administrative requirements, to disseminate local procedures, and present reports on the results of studies.
-- Knowledge of correct spelling, punctuation, and required formats to review outgoing correspondence; advise clerical support personnel on the administrative procedural requirements e.g. office file management, travel documents, etc., and prepare a variety of correspondence and type material in final form.
