Duties

DUTIES This position is located at the Park Headquarters and reports directly to the Superintendent of Sleeping Bear Dunes National Lakeshore (Lakeshore). The Chief Ranger supervises the park's Law Enforcement Division and provides leadership in the development of park planning, operations, partnership building, community relations, and other external affairs. In addition to supervision, the incumbent is an active member of the park management team and, as requested by the Superintendent, serves as the lead for special projects that require parkwide or multi-divisional coordination of a wide variety of comprehensive and complex projects. Due to a high degree of public interest, the Chief Ranger needs to work with a high degree of sensitivity and expertise in carrying out management responsibilities under close public scrutiny. AREA Voted "The Most Beautiful Place in America" by Good Morning America, Sleeping Bear Dunes National Lakeshore is located in scenic and welcoming Northern Michigan. Known as a four-season recreation destination, the Lakeshore is within an easy one-day drive of several major population centers of the Midwest, including Detroit, Chicago, and Cleveland. Housing, medical facilities, shopping, churches, banks, daycare, and recreational opportunities are readily available within a 30-mile radius from park headquarters in Empire. Government housing not available. High temperatures average between 75-85 degrees in the summer and low temperatures average between 15-25 degrees in winter.? Homes are available for purchase or for rent in the commuting area. The median home price in the area is approximately $400,000 and rental rates begin at approximately $1,700 per month for three-bedroom homes. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Qualifications

All qualifications must be met by the closing date of this announcement-10/10/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.Selective Factors: Applicants must meet ALL of the following to qualify: Law Enforcement Commission: Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I Law Enforcement Commission, or equivalent, by entrance on duty. Maximum Entry Age: This is a primary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Valid State Driver's License: Must have a current, valid State Driver's License by entrance on duty. - AND - Applicants must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: one year of specialized experience equivalent to GS- 11 Level. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience for this position may include: provides leadership, oversight, and management of the visitor and resource protection division, which includes law enforcement, EMS, SAR, SCUBA diving, structural fire prevention and suppression, wildland fire, and HAZMAT/oil spill. Serves as an integral member of the park leadership team by providing technical guidance and council to the superintendent and fellow division chiefs regarding resource protection, physical security, safety, and emergency operations. Responsible for the full spectrum of visitor and resource protection programs; ensuring appropriate enforcement of all applicable federal and state laws; coordinates and conducts detection, investigation, apprehension, and prosecution of violations. Ensures a high level of emergency preparedness and response capability, and coordinates initial responses to emergency medical, search and rescue, and other all-risk incidents. May serve as an incident commander or operations chief on high level incidents. May participate in wildland and/or structural firefighting. Promotes interagency cooperation and coordination with other federal, tribal, state, and local partners; serves as the senior law enforcement officer providing specialized guidance linked to complex investigations involving the NPS. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by entrance on duty a valid Type I National Park Service (NPS) Law Enforcement Commission (or equivalent), which requires completing training from an accredited institution, which currently consists of over 650 class hours and lasts on average 17 weeks.
