Duties

Sleeping Bear Dunes National Lakeshore was authorized by an Act of Congress on October 21, 1970, to preserve outstanding natural features, including forests, beaches, dune formations, and ancient glacial phenomena in their natural setting and protect them from developments and uses that would destroy the scenic beauty and natural character of the area for the benefit, inspiration, education, recreation, and enjoyment of the public. This position is located at the Park Headquarters and reports directly to the Superintendent of Sleeping Bear Dunes National Lakeshore (Lakeshore). The Deputy Superintendent supervises the park's five division managers and provides leadership in the development of park planning, operations, partnership building, community relations, and other external affairs. In addition to supervision, the incumbent is an active member of the park management team and, as requested by the Superintendent, serves as the lead for special projects that require parkwide or multi-divisional coordination of a wide variety of comprehensive and complex projects. Due to a high degree of public interest, the Deputy Superintendent needs to work with a high degree of sensitivity and expertise in carrying out management responsibilities under close public scrutiny. Area Information The distinctive features of Sleeping Bear Dunes National Lakeshore include the scenic and recreational assets of over 64 miles of shoreline along Lake Michigan and the nearby North and South Manitou Islands. Park features include massive sand dunes; pristine, undeveloped beaches; forested hills; quiet rivers, and secluded inland lakes; the geological history of continental glaciation; and the stories of American Indian, maritime, agriculture, and recreation history. Cultural resources include nationally recognized maritime structures and artifacts from the U.S. Lighthouse and Life-Saving Services era and a variety of cultural landscapes. The Lakeshore contains outstanding examples of ancient glacial landforms, along with diverse natural resources in various ecosystems. High dunes form the background for some of the best examples of mature beech/maple hardwood forests in the National Park Service. Voted "The Most Beautiful Place in America" by Good Morning America, Sleeping Bear Dunes National Lakeshore is located in scenic and welcoming Northern Michigan. Known as a four-season recreation destination, the Lakeshore is within an easy one-day drive of several major population centers of the Midwest, including Detroit, Chicago, and Cleveland. Housing, medical facilities, shopping, churches, banks, daycare, and recreational opportunities are readily available within a 30-mile radius from park headquarters in Empire. High temperatures average between 75-85 degrees in the summer and low temperatures average between 15-25 degrees in winter. Homes are available for purchase or for rent in the commuting area. The median home price in the area is approximately $400,000 and rental rates begin at approximately $1,700 per month for three-bedroom homes. Physical Demands: Occasionally incumbent is required to work under unusual and stressful situations which call for physical stamina and emotional stability. The work is rarely sedentary, and requires walking, driving, standing and bending. Travel to other areas is often required. A valid driver's license is required. Working Environment: Work is performed primarily in an office setting. However work is also performed out-of-doors in various types of weather and terrain.

Qualifications

All qualifications must be met by the closing date of this announcement-12/19/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications specialized experience by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors) which demonstrates an in-depth knowledge of park management principles, practices, techniques, laws, and regulations. This experience includes a variety of duties such as managing and supervising park or similar activities with an emphasis on natural management and protection, cultural and resource preservation and protection, visitor use and interpretation, law enforcement, maintenance of physical facilities and administrative programs. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
