This position is located at The Central Virginia VA Healthcare Service Center (CVHCS). This position serves as Supply Chain Management team member, collaborates with senior management leadership and develops supply chain management strategies in support of the CVHCS and supported catchment area. Develops assigned supply chain metrics which identify business objectives and drive the right supply chain behaviors for planning and executing approved strategies.
Duties
This position serves as supply chain management (SCM) team member, collaborating with senior management leaders to develop supply chain management strategies in support of VA Health Care System and supported catchment areas. Provides supply chain expertise to improve supply availability with a focus on getting the right material, at the right time and right place to support the health care system.
Major duties and responsibilities include, but are not limited to:
Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities.
Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs.
Participates in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement.
Recommends alternate courses of action in resolving problems critical to current and future logistics requirements. Reviews, coordinates and integrates commodity management of assets.
Initiates and tracks forecasting actions for assigned items for future requirements.
Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements.
Provides disposition instructions for excess and dormant material at the health care system.
Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems.
Troubleshoots and resolves issues where supply chain deficiencies affect the mission. Ensures collaboration with appropriate managers to provide detailed data analysis.
Determines underlying causes of deficiencies to identify supply chain problem areas. Isolates sources of problems, and takes corrective measures by reviewing, interpreting, applying customers' processes and makes recommendations to supervisor.
Documents recommendations and identifies changes to governing regulations, highlights conflicting directives, and outlines corrective measures.
Develops automated tools to support maintenance supply chain management research, simulation, and analysis. Acts as an advocate interacting with management over supply status, procurement, and direct release of materiel from health care system.
Analyzes the effectiveness of logistics and vendor support services.
Develops ongoing strategic analyses across supply chain activities and recommends solutions for improvements.
Researches and studies private industry as well as VA best practices to develop and apply concepts that best fit and support Supply Chain requirements. In conducting research and studies for proactive purchases, develops a plan of action to collect facts and information required to formulate new concepts, i.e. marketing strategies for new contractors and suppliers.
Serves as an active participant in the development and documentation of supply chain policy and procedural directives.
Provides technical assistance within the areas of logistics planning, logistics integration, support and requirements; including supply, procurement, disposal and reutilization, hazmat handling, storage and stockage, logistics data and information, order fulfillment, discrepancy reporting and returns processing, procurement, contracting, production, finance, requirements determination and other collaborative demand planning, transportation, cataloging, provisioning, storage, and distribution.
Determines current and future supply (procurement and maintenance) requirements through detailed analysis of logistics operations.
Develops logistics and supply chain management training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers.
Participates in the development of education and training documentation.
Communicates with customers and personnel on the role logistics plays in maintaining comprehensive logistics support, operational readiness and sustainability.
Develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions.
Streamlines budgets while providing quality supplies and products.
Prepares detailed reports, outlines initiatives and evaluates results, recommendations and proposed plans for implementing cost saving methods.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024.
Time-In-Grade Requirement: To meet the minimum qualifications for this position, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Logistics Management Specialist.
NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting specialist and/or managers in supply chain management activities; analyze product delivery or supply chain processes to identify or recommend changes; performing or assisting with data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge of logistics support activities in areas such as acquisition management, purchasing, transportation, distribution, inventory management and/or control, expendable and non-expendable equipment, and warehouse operations. At this level, candidates should possess experience in leading and/or managing a group with a variety of logistical occupations.

Education: Have you successful completed a Ph.D. or equivalent doctoral degree, or (3) three full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this Logistics Management Specialist position? NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
OR~
Combination Experience/Education: Do you possess equivalent combination of graduate education and specialized experience, as described above, to meet the total experience requirements at the GS-11 level? Only education beyond (2) two years of graduate education is creditable and is the excess of the amount required for the next lower grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your Transcript is required.
