Duties

Serves as a Procurement Analyst in the Procurement Process Support Directorate within Procurement Training Division. Performs duties associated with procurement policies and issues, provides acquisition support and training within DLA Aviation, and/or ensures legal and fiducial responsibility and audit readiness. May lead and/or perform procurement review and/or training related activities associated with all phases of the procurement process Provides guidance and expertise to the Pathways program participants (i.e., Pathways to Career Excellence (PaCE) Pacers and Interns), Aviation Workforce and management on the interpretation and application of Procurement processes and procedures Develops, analyzes, implements, and trains Federal, enterprise-wide and local policies, procedures, and guidance, as well as applying/adapting analytical and project management techniques, evaluation, andprocess improvements Develops and conducts training on the procurement process, procurement regulations, policies, and procedures to the Pathways program participants (i.e., Pathways to Career Excellence (PaCE) Pacers and Interns) and Acquisition workforce. Participates on teams in order to analyze, research, and evaluate procurement processes and issues and develop, recommend, and implement improvements Manages multiple projects and determines project urgency, as well as communicates effectively, orally and in writing Collaborates efficiently with team members in execution of duties associated with the procurement process to ensure compliance with procurement regulations, policies, and procedures by the Acquisition workforce

Qualifications

To qualify for a Procurement Analyst, your resume and supporting documentation must support: Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic AT&L Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. To qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-12 Analyzing, interpreting, and implementing procurement regulations, policies, and procedures. Analyzing and resolving problem-solving issues related to procurement processes. Performing reviews on procurements to determine compliance with procurement regulations, policies, and procedures. Utilizing written and oral communication skills to effectively exchange information with the acquisition workforce and/or management. Developing and conducting training related to procurement processes for an acquisition workforce and/or developmental training program. Serve as Contracting Officer (when applicable) for training related procurement actions. Providing guidance and expertise to the acquisition workforce and/or management on the interpretation and application of procurement processes and procedures. Participating on teams involving analyzing and resolving/improving procurement training and processes. GS-11 Analyzing, interpreting, and implementing procurement regulations, policies, and procedures. Identifying problem-solving issues related to procurement processes. Utilizing written and oral communication skills to effectively exchange information with the acquisition workforce and/or team leads Conducting training related to procurement processes for an acquisition workforce and/or developmental training program. Participating on teams involving resolving/improving procurement training and processes. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: GS-11: Three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree GS-12: No education substitution

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
