This position is in The Office of Managing Director (OMD), Office of the Chief Information Officer (OCIO), Plans and Programs Group Federal Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. 

Duties

Provides staff supervision, management and oversight of the strategic short and long-term planning and performance measurement for information technology acquisition services and initiatives while ensuring the OCIO customer experience and engagement is achieved and sustained at the highest levels practicable. Oversees, supports and ensures the development of IT acquisition plans to meet the IT objectives of the Commission. Supports and oversees preparation of IT acquisition artifacts necessary the for successful execution of the Commission's Enterprise IT Program. Develops, implements and manages the end-to end IT procurement lifecycle of major hardware, software and information services in compliance with Federal requirements and guidance while ensuring prompt, efficient, and accurate response to all customer requirements. Assists the CIO, DCIO, Plans and Programs, and the ACIO, Budget, Acquisition, and Stakeholder Relations, in administrating the full lifecycle procurement processes, in support of customer requests for IT support and services. Serves as a COR when required.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.  Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.  Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following: 1. Experience developing plans for information technology acquisition services and initiatives.2. Experience implementing acquisition strategies and processes to support customer and IT services. 3. Experience managing an IT procurement life-cycle for major hardware, software and information services. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): Knowledge and skill sufficient to provide expert technical leadership, staff coordination, and consultation in a functional area of IT budgeting and acquisitions. Ability to oversee and develop IT acquisition plans to prepare documents and make recommendations. Knowledge of related disciplines and functions involved in the systems acquisition process, such as design or systems engineering, integrated logistics support, financial management, and their interrelationships with contracting.  PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
