This a National Guard Title 32 Excepted Service Position.
This National Guard position is a Permanent GS-2210-11 IT SPECIALIST (PLCYPLN) (TITLE 32), Position Description Number D2176P01 and is part of the MO 139th Airlift Wing. This is a non-bargaining position.

Duties
Analyzes requirements and establishes plans of action for improving IT applications.
Develops project plans to meet those needs by identifying problem areas and considering a variety of possible solutions and alternatives.
Develops milestones and performs as point of contact throughout the various phases of projects until successfully concluded.
Performs as plans and policy advisor to functional users of information technology.
Assesses policy needs and reviews, revises, and develops policies to govern IT activities and presents recommendations to higher-level management.
Develops migration plans for implementation of new technology.
Provides technical assistance to system users and contractors.
Plans and develops methods, procedures, policies, and techniques concerning telecommunication systems.
Develops implementing instructions.
Implements IT and communications programs and special projects.
Assists with contracting functions and budget preparation.
Conducts periodic analysis of projects and their funding for consistency with overall IT and communications architecture and infrastructure and how they contribute to meeting business requirements.
Assists management and senior specialists in developing statements of work (SOW)/performance work specifications (PWS) for contracts involving IT and communications systems or service.
Attends meetings and presents briefings.
Consults with base officials and working groups, customers and other organization personnel on IT and communications concerns.
Prepares and presents briefings which outline problems and solutions and keep management aware of their role in adopting changing technology.
Performs other duties as assigned.
Requirements
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives.
- Must be able to obtain and maintain the appropriate security clearance of the position.
- An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
- THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION.

Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).

GENERAL EXPERIENCE: Must possess experience that provided you basic knowledge of data processing functions and general management principles that enable you to understand the stages required to automate a work process; experience in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
GS-11 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience that demonstrates your ability to analyze existing technology, formulate or modify plans to enhance functional users' IT/communications status, and deal with a variety of problems and conditions associated with changing technology and its applications; conduct feasibility studies, perform cost analysis, and make recommendations to managers on how best to improve the IT communications posture; and evaluate the impact of new policy on current programs and modify, develop or recommend changes, which ensure compliance and responsiveness. The specialized experience must demonstrate thorough knowledge of a wide range of information technology (IT) principles, concepts, methods, advancement, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements.
DOD Information Awareness Certification Requirements: The employee must obtain and maintain at a minimum a Secret security clearance.
Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008).
Education
Substitution of Education for GS-11 Specialized Experience: Must possess a Ph.D. or equivalent, or three years of progressively higher level graduate education in computer science, engineering, information science, or information systems management leading to such a degree.
