THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-2210-13 SUPERVISORY IT SPECIALIST (PLCYPLN) (TITLE 5), Position Description Number T5913900 in FAC 46B000 and is part of the MO 139th Airlift Wing. APPOINTMENT FACTORS: This is a Title 5 Permanent Excepted Service position. This is a non-bargaining unit position.

Duties

Manages, plans, organizes, controls, and directs the communications activities for the organization to ensure mission accomplishment and optimum use of resources. Sets policy, directs and monitors support and related programs including planning and programming; funds distribution and management; economic analysis assistance and budget administration; and material management. Establishes, advises, and consults on production and quality requirements, mission objectives, equipment requirements and other logistics needs, to ensure requirements satisfy the respective mission sets and obligations. Plans and institutes communications fiscal policies to implement federal law, higher level directives, and to provide optimum support to subordinate organizations. Performs duties with the responsibility for unit level oversight of programs used to monitor and eliminate fraud, waste, abuse and mismanagement. Supports audit programs within the Communications unit. Serves as a functional area technical expert to the Financial Management Board (FMB). Develops, manages, and executes financial management plans as they relate to communications systems. Analyzes, evaluates, validates, and recommends approval and disapproval of requested or proposed system requirements and develops documentation used in the processing and validation of such requirements. Exercises supervisory responsibility and authority including granting leave, appraising performance, establishing performance standards, recommending promotions, and initiating disciplinary actions as needed. Gives advice, counsel, and instructions to supervisors and subordinate incumbents on both general policy and administrative matters. Develops strategies for the hiring, training, and professional development of communications personnel. Evaluates subordinate supervisors and reviews evaluations made by subordinate supervisors on other incumbents. Hears and resolves grievances and serious incumbent complaints not resolved at a lower level. Reviews serious disciplinary cases and disciplinary problems involving subordinates incumbents and determines required action. Assesses the impact of changes in the local area network and coordinates with operations to ensure these changes do not exceed maintenance or unit capabilities. Ensures formulation of comprehensive training plans for each function and specialty within the C4 and logistics activity. Identifies the need for facility and equipment modernization, improvements and replacements. Maintains a high level of operational readiness of personnel and equipment assigned to the Communications unit for both wartime and peacetime missions. Performs other duties as assigned.

Requirements

  • United States Citizenship is required.

  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.

Qualifications

GS-13 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector that demonstrates thorough knowledge and ability to supervise and manage a large information management program which encompasses command, control, communications and computers (C4) functions. The specialized experience must also demonstrate your ability to procure, distribute, maintain, and replace requirements for information technology (IT) and telecommunications infrastructure; and perform long-term planning and organizational development necessary to accomplish IT and telecommunications functions for programs essential to the Air National Guard's daily operations, training, and readiness missions. Must be Comptia Security qualified in accordance with DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996. DOD Information Awareness Certification Requirements: Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008).
