This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Financial Resources (ASFR), Office of Grants, located in Washington, District of Columbia.

Duties

The Grants Training Program Manager performs the following duties: Works closely with the Office of Grants Division of Policy and Evaluation to ensure training content reflects accurate policy references from 2 CFR 200, HHS GPAM, GPS and other federal grants policy resources. Serves as the lead point of contact and technical expert in building out grant management expert training based on experience in managing a grants portfolio, writing notice of funding opportunities, and offering technical assistance to grant applicants and recipients. Develops administrative programs on cross cutting grant program activities and initiatives pertaining to grant management and administration, grant information systems, and legislative matters to support management integrity and Office of Grants priorities, Departmental goals, and objectives. Provides guidance and advice on the implementation of educational programs and/or activities, and on the problems and issues encountered within those activities. Devises techniques to facilitate the implementation of training content and future certification requirement(s) and makes changes at partner grant awarding agencies. Collaborates with other Office of Grants Divisions, ASFR Divisions and Operating/Staff Divisions to promote and create new opportunities to expand Grants Management Training Academy (GMTA) courses, the Office of Grants Cohort Program, and any new initiatives that align with the mission of the Office of Grants and Division of Workforce Development.

Specialized Experience: To qualify for the GS-14 position, the incumbent must have one year of specialized experience that is equivalent to at least the GS-13 level or equivalent, performing duties such as: Analyzes grants policies and procedures to develop training materials to clarify the federal financial assistance process. Provides training and technical assistance to program and grants management staff and organization training academy learners to promote a highly competent grants management workforce. Participates in conducting organizational training needs assessments resulting in identifying skills or knowledge gaps that need to be addressed in new courses for Grants Management Specialists and program officials. Delivers training content, to new and seasoned grant professionals, with accuracy and impactful teaching techniques to ensure learners understand course objectives and can apply them to their daily responsibilities. Coaches junior staff and team members in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices, and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
