The Office of the Commissioner for Patents is responsible for overseeing all aspects of the Patent Organization; including policy, patent quality, international patent cooperation, resources and planning, and budget administration. The Chief Advisor to the Commissioner for Patents will provide expert advice and guidance to the Commissioner, other Patent managers, and USPTO executives on administrative and management support functions to ensure effective oversight of the Commissioner's office.

Duties

The work of the Chief Advisor to the Commissioner for Patents involves assessing the effectiveness of Patent programs and associated administrative processes as well as the overall efficiency of operations within the Patent Organization. The Chief Advisor will provide management advisory services in order to assist the Commissioner in executing ongoing and new initiatives designed to impact advancement of the Patent Organization's overall objectives and strategic goals. This position is also responsible for: Assisting in developing the Commissioner's position on major issues arising within the Patent Organization. To include; maintaining an up-to-date knowledge of existing patent practice with appreciable breadth of technical knowledge, a thorough grounding in all facets of patent law and practice, and a grasp of the practicalities of administrative need. Possesses an intimate knowledge of the Commissioner's views and goals, and utilizes a good understanding of the total functions of the patent operations and administrative offices of the USPTO. Planning and completing high-priority assignments, studies, and projects personally assigned by the Commissioner on a wide variety of sensitive and confidential matters to enhance the overall functioning of the Commissioner's organization. Interacting with top executive staff for purposes of fact-finding and facilitating decisions that affect the operation of the Commissioner's organization. Recommendations on tactics, strategies, and decisions are made directly to the Commissioner. Commitments made by the Chief Advisor can be binding and thus may have far reaching effect on Patent policies and processes. Performing in-depth analyses of issues of importance to the Commissioner. Competent analyses are provided, no matter how short the turnaround time requested. The incumbent accomplishes these tasks accurately and thoroughly, and includes available options and recommended courses of action as part of any analysis. Representing the Commissioner on intra-agency, inter-agency, and intergovernmental committees, working and advisory groups, and delegations, with respect to issues relevant to patent policy and patent program priorities. Developing, analyzing, and evaluating project proposals and establishes implementation and action plans. Determining impact on current resources and project resources needs necessary for completion of planned activities. Ensuring staff responsibilities and resources meet the objectives and policies of the Office of Commissioner for Patents, and are implemented in an effective and timely manner. Preparing and presenting briefings, findings, and recommendations to the Commissioner and Patent executives and staff on various Patent issues in various settings. Drafts and reviews policies, procedures, and Patent correspondence to ensure compliance with the views and objectives of the Commissioner.

Qualifications

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Professional Technical Qualifications: Applicants must clearly demonstrate in their application materials that they possess technical attributes in the PTQs. The Professional Technical Qualifications (PTQs) for this position are: Ability to represent the Office of the Commissioner for Patents positively before external and internal stakeholders and to communicate effectively and comfortably through public speaking while exercising tact, discretion, and diplomacy. Program management and administrative ability; this includes ability to establish and maintain positive working relationships; ability to work with others and in teams toward common goals and resolve conflicts; excellent communication skills and abilities to keep leadership informed as issues arise and higher-level decisions are needed. Demonstrated ability to analyze executive level policy and program issues, and provide comprehensive recommendations. Comprehensive knowledge of the concepts, processes, and methodologies used in the patent examination process sufficient to conduct analyses and make recommendations for patent business process improvements. This includes the ability to: understand technical subject matter, apply relevant patent law legal principles involved in patent prosecution proceedings, and effectively work with other areas of the Office to resolve complex practice and procedure issues.

Education

The incumbent must have a scientific or technical degree, or the equivalent.
