The Primary Purpose of the Position is: To obtain or provide the administrative functions for the Garland Health Care Center such as human resources, budget and finance, clinical and administrative management and program analysis, office/clinical support services, document control, logistics, etc. for the Associate Director for Operations.

Duties

Duties include, but may not be limited to the following: Develops and implements solutions to the complex issues that arise between the various departments throughout the Garland Healthcare Center and with external customers. Conducts staffing studies and makes recommendations for improvement. Prepares and submits required quantitative and qualitative reports, audits, and correspondence such as budget statements, DSS and Labor Mapping surveys and other reports required by the VISN, VACO, the Health Care System Director, and/or the Service Chiefs. Develops strategies, conducts service QI committee meetings and activities, and ensures performance improvement. Develops written policy statements based on governing regulations, standards and Joint Commission requirements. Prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. for presentations and briefings to the supervisor. Receives, reviews, and approves multi-year plans developed by the supervisor. Monitors the accomplishment of these long term goals and objectives1 including the allocation of resources, funds, space, personnel, etc. Develops the annual Business Performance & Improvement Plan (BPIP). Maintains status of funds to ensure they coincide with Fiscal Service. Evaluates new technology for application to Garland Health Care Center needs. Maintains personnel-related records, establishes performance standards/ competencies, recommends performance ratings, writes position descriptions, provides human resource advisory services to the Garland Health Care Center Operations Administrator. Provides advice on matters involving recruitment, promotion, awards, position classification, training, counseling, disciplinary actions, grievances, etc. Reviews and advises on employee relations issues such as disciplinary actions, performance ratings, incentive/performance award nominations, incentive awards goals and objectives, pay for performance, etc. Actively Participates on committees such as Functional Committees, ad hoc Committees, multidisciplinary team conferences, the Resource Management Committee, Construction/ Space Committee, HFMEA, RCA's, and Emergency Preparedness Task Force. Work Schedule: Monday - Friday 7:30 am - 4:00 pm or 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, developing, and evaluating administrative issues and providing guidance on administrative matters; planning and executing the budget; procurement and contracting; supply, equipment and space management; coordinating personnel actions with Human Resources and preparing quantitative and qualitative reports, audits and correspondence. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will be rated on the following Competencies for this position: Interpersonal Skills / Customer Service Self-Management Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is partly sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required. The work is typically performed in an office/clinical setting.
