To obtain or provide the administrative functions for the Garland Health Care Center such as human resources, budget and finance, clinical and administrative management and program analysis, office/clinical support services, document control, logistics, etc.
Duties
Duties include but not limited to:
Plans, develops, and evaluates Garland Health Care Center administrative issues and provides the Supervisor guidance on administrative matters. Conducts staffing studies and makes recommendations for improvement. Evaluates reports, analyzes data, performs research and prepares detailed reports. Prepares and submits required quantitative and qualitative reports, audits, and correspondence such as budget statements, DSS and Labor Mapping surveys and other reports required by the VISN, VACO, the Health Care System Director, and/or the Service Chiefs. Advises, instructs, and consults with problem elements. Develops strategies, conducts service QI committee meetings and activities, and ensures performance improvement. Evaluates program accomplishments.
Plans and executes the Budget for the Service Chief; and Plans and Acquires the Service's· Resources including the Supplies, Equipment, Space and Materiel. Receives, reviews, and approves multiyear plans developed by the supervisor. Monitors the accomplishment of these long term goals and objectives1 including the allocation of resources, funds, space, personnel, etc. Develops the annual Business Performance & Improvement Plan (BPIP); i.e., the annual budget plan, budget worksheets, and budget forecast for the service's three fund control points.
Coordinates personnel actions with Human Resources Management Service. Maintains personnel-related records, establishes performance standards/ competencies, recommends performance ratings, writes position descriptions, provides human resource advisory services to the Garland Health Care Center Operations Administrator. Provides advice on matters involving recruitment, promotion, awards, position classification, training, counseling, disciplinary actions, grievances, etc. Reviews and advises on employee relations issues such as disciplinary actions, performance ratings, incentive/performance award nominations, incentive awards goals and objectives, pay for performance, etc.; and, proper format, content, and regulatory compliance.
Servers as Contracting Officer Technical Representative, managing procurement and contracting for various Ft Worth Outpatient Clinic Service contracts: Ensures contract approvals and funding obligations are obtained as a liaison between the service and contracting. Works with Contractors, prepares statements of work, and maintains all contracting records for the Service. Reviews all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements.
Attends and participates on various committee and meetings. Actively Participates on committees such as Functional Committees, ad hoc Committees, multidisciplinary team conferences, the Resource Management Committee, Construction/Space Committee, HFMEA, RCA's, and Emergency Preparedness Task Force.
Work Schedule: 0730 - 1600 or 0800-1630

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing systems to analyze data, prepare detailed quantitative and qualitative reports and evaluate program trends to make recommendations; performing budget processes and procedures to execute budget, analyze obligations and expenditures to ensure operating budget covers items; analyze and measure the effectiveness, efficiency, and productivity of administrative programs and clinical operations; provide human resource advisory pertaining to awards, recruitment, performance and training; advising staff on contracting and procurement policies and procedures; develop written policy statements.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate level education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Graduate Level.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
