The incumbent serves as the Investigation Coordinator (IC) covering all areas within the Amarillo VA Health Care System (AVAHCS), Office of the Director. The incumbent reports directly to the Executive Assistant to the Director, who reports to the Director, AVAHCS. The Medical Center Director is responsible for the oversight of several services and programs of AVAHCS as well as establishing the mission, vision, values, and goals of the organization.

Duties

Duties include, but are not limited to: Management Oversight and Coordination of Corporate Compliance Investigations Coordinating, determining, evaluating and conducting assessments for investigation(s) and/or fact finding(s) regarding Administrative Investigative Boards (AIBs)related to both clinical and non-clinical issues and, upon approval of the Director, will organize and implement investigation(s) and/or fact finding(s) AIB actions Coordinating setting up required resources (i.e., supplies, interview rooms, Fund Control Point (FCP) management, scheduling interviews, obtaining and paying for a Court Reporter, etc.) Completing and providing a final written report to the Director or the requesting Executive Leadership Team member or Service Chief regarding the outcome of those investigation(s) and/or fact finding(s) Managing oversight of established Corporate Compliance budget and maintaining Court Reporter Services - Submitting annual budget requests needed to support Court Reporting Services within AVAHCS Reviewing and submitting all invoices under the VISN 17 Blanket Purchase Agreement Planning and conducting investigations related to alleged or suspected violations of administrative policies/procedures, making referrals to VA Police and/or VA OIG if suspect of violations of criminal laws In conducting all investigation(s) and/or fact finding(s), must manage various levels of stress in exercising his/her own judgement continuously in interviews and matters dealing with all levels of AVAHCS personnel Must maintain a high level of confidentiality and integrity regarding information obtained during and after completing investigation(s) and/or fact finding(s) Collaborating and communicating with other Service Chiefs regarding Tort claims involving their Service regarding trends and concerns. Ensuring regular reviewing of findings and sharing with Executive Leadership Team (ELT) members revealing potential trends and making recommendations for ELT members to modify or mitigate the risks within the agency Ensuring Union Officials are informed of investigation(s) and/or fact finding(s) involvement of members of their respective bargaining units Identifying investigation training needs of all ELT Members, Service Chiefs or Product Line Managers, and Supervisors within AVAHCS Program Oversight and Investigation Data Developing programs to ensure that investigation(s) and/or fact finding(s) are planned and executed in a manner that captures any unsatisfactory conditions and elements to be identified and reported in a manner that allows for action by AVAHCS Leadership Developing databases and spreadsheets for tracking and trending results of investigation(s) and/or fact finding(s) to identify patterns that may be indicative of system-wide issues Identifying indicators, progress measures, objectives and emphasis areas that are potentially non-compliant per the VHA rules and regulations Providing quarterly reports to the ELT indicating identified trends regarding investigations, small Tort claims, allegations, and changes within AIB, OAWP, OIG, OGC, GAO, EEO/HPP processes to ensure compliance and to develop and modify any necessary changes. Education and Training Overseeing development and implementation of regular and effective education and training for all AVAHCS employees on issues relating to conducting fact findings and investigations Collaborating with OGC, EEO/HPP, and ELR/HR in developing and providing investigation(s) and/or fact finding(s) trainings Leading and assisting ELR/HR in the performance of training, in-services and other educational activities to staff on topics of fact findings, investigations and investigation reports including report formatting for submissions to external agencies and offices Completing additional duties as assigned Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Undergraduate and Graduate Education: Major study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to direct and coordinate a wide variety of administrative and technical activities to ensure appropriate actions are implemented. This could include developing and implementing new trainings/services, enhancing existing training/services or correcting actions required to address identified deficiencies to mitigate risks and vulnerabilities; developing detailed investigation summaries, evidence files/databases and objectives for long-range implementation and administration of integrity and compliance within a medical facility; using planning documents, strategic rick plans and the facility's vision, mission and value statements as guidelines, incumbent will assist facility Leadership team in developing strategic risk plans; creating and maintaining statistical data for decision making purposes; developing methods and tools to evaluate the efficiency, effectiveness and productivity of investigations and demonstrating sound interpersonal skills and labor/ management negotiation as part of his/her responsibility to the facility in alignment with the local bargaining unit(s). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPTS REQUIRED). OR, Combination: To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
