The position is organizationally located under the Chief of Staff, at the Amarillo VA Health Care System's main facility in Amarillo, TX. The primary purpose of this position is to serve as the Executive Assistant to the Chief of Staff (COS), through support in analyzing, evaluating on, and coordinating health care delivery systems and operations. This position holds full responsibility to set strategic direction and local policy for overall administrative requirements of Medical Staff.

Duties

The incumbent works with the Chief of Staff, Executive Leadership and Service Line Executives to review, plan and coordinate the delivery of health care programs throughout the facility. Healthcare Business Operations: Supports the Chief of Staff and executive leadership team in the management of the medical facilities. Serves as the principal advisor to the Chief of Staff on all administrative management matters associated with the Chief of Staff's programs and operations. Must have a generous working knowledge of The Joint Commission (TJC), OIG Comprehensive Healthcare Inspection Program (OIG CHIP), Commission on Accreditation of Rehabilitation Facilities (CARF) and other nationally recognized and supported audit and survey requirements to advise and recommend appropriately. Self-motivated and forward thinking; provides support to the Chief of Staff to monitor health performance measures, administrative performance measures and manage change within each/all system/s of care. Responsible for the development of comprehensive business plans to improve the operation and cost effectiveness of medical center programs which involve and impact several clinical and administrative services. Serves as a member of appropriate interdisciplinary medical center committees to represent the Chief of Staff's Office. Prepares reports recommending program effectiveness improvements to meet VA and The Joint Commission (TJC) accreditation standards. Makes and implements major managerial recommendations to the Chief of Staff including: Organizational improvements including changes in structure and delegation. Efforts and actions to improve relations with groups such as the public, other agencies, and other VA services and employees. Cost control measures which do not impair overall operations and maintains realistic cost/benefit ratios. Policy and procedure changes to improve patient care services throughout the medical center. Human Resource Program Management: Provides technical and administrative supervision to the Physician Recruiter, Connected Care section, Administrative Officer of Dental, Audiology, and Emergency Department and oversight over 8 subordinate clinical administrative officers. Reviews proposed organizational changes requiring establishment, consolidation, transfer, or regrouping of functions for one or more services, or sub-organizational units. Ensures workforce performance management programs are fully implemented for the direct reports staff to the COS to include competence assessment, performance appraisal, training and development needs and appropriate reward and recognition. Responsible for drafting awards, Market Pay Reviews, Retention, Recruitment Incentive, Education Reimbursement, and other personnel documentation for direct reports staff to the COS. Utilizes a broad base of knowledge of clinical programs, federal regulatory requirements, accreditation criteria to manage significant provider adverse actions and Due - Process procedures under the direction of the COS and in collaboration with Human Resources, Legal Counsel, and Service Chiefs. Discusses, investigate, and responds to employee grievances and dissatisfactions to resolve conflicts at the lowest level. Establishes and maintains good relations with various groups and organizations such as other affiliate hospital departments, academic departments, and other college and universities associated with professional disciplines, accrediting agencies and other federal, state or community agencies as required to within functions. Direction/Long - Range Planning/Policy: Develops, review, and implements both long and short-range policies and plans for Services under the COS. Reviews policies assigned to the COS related to operational issues and ensures updates are timely and accurate to meet regulatory changes. Provides effective planning direction for operations for services under the COS as requested. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Budget Planning and Management: Develops the need for and maintains an awareness of available resources and makes recommendations to the COS and other AVAHCS management personnel regarding needs, distribution, or redistribution of these resources to include equipment, staffing, and space. Provides consultation to service chiefs and administrative staff on budget planning, reporting format, analysis, and identifies resources for effective decision making. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Candidates must meet the following Individual Occupational Requirement (IOR): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the above IOR you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing various data to provide management information; solves unique management problems related to health care delivery systems; plans, organizes, and conducts meetings regarding multiple management issues; establishes and maintains effective relationships with and gains the cooperation of supervisors, managers, and co-workers; interacts with others and deals with difficult situations in a manner that reflects positively upon the VA; interacts both up and down the chain of authority; and written and oral communication sufficient to prepare and present findings and recommendations, implementing specific actions regarding controversial issues, or new ideas and concepts. You will be rated on the following Competencies for this position: Administration and Management Oral Communication Critical Thinking Decision Making Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
