The position is organizationally assigned to the Finance Service at the Ralph H. Johnson VA Healthcare System. The incumbent assists the Chief Financial Officer and/or the Assistant Chief Financial Officer in conducting audits in the areas of finance, acquisition, logistics, payroll and capital asset management quality control of the Healthcare System

Duties

All duties and responsibilities of the incumbent are associated with the financial, logistics and capital asset management functions of the facility. The incumbent provides advice and performs assistance work for the Chief Financial Officer and Assistant Chief Financial Officer. The duties may include an Ad Hoc data validation for Healthcare System level reporting purposes. The incumbent performs a variety of duties to carry out, administer or advise the Chief Financial Officer and Assistant Chief Financial Officer on the facility financial work concerned with assuring the quality of work transactions, business processes, and delivery of services needed to carry out federal government programs and functions. The incumbent develops and plans programs for achieving and maintaining total quality transaction processing and customer service throughout the business cycle. In addition, the incumbent will charter or lead process improvement teams to review processes and procedures based on audit findings within the Healthcare System or elsewhere within the Healthcare System. The incumbent performs financial audits by examining accounts and financial records for the purpose of certifying and attesting that the financial statements fairly represent the financial position of the organization as a predetermined date and to conduct activities related to the detection of fraud, waste, and abuse. The incumbent performs programs reviews of logistics, contracting, accounting, part time MDs, capital asset management operational functions in addition to other areas as deemed necessary and ensures these reviews are performed in compliance with internal audit programs. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday -Friday 7:30AM -4:00PM Telework: Regular Teleworks 1-2 per pay period. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2024. You may qualify based on your experience and/or education as described below: Specialized Experience:Professional knowledge of the theory, concepts, principles, and practices of accounting and, as required, federal government financial and performance auditing standards, and financial management sufficient to conduct assignments involving interfaces and interrelationships between and among programs, systems, functions, policies and various issues. The incumbent possesses professional knowledge of the theory, principles, concepts, and practices of finance, logistics and capital asset management to apply this knowledge to a very broad and difficult assignment. The incumbent possesses a comprehensive knowledge of IT software systems for managerial, financial, logistics and other applicable areas, input/retrieval/reporting n the context of agency business policies and procedures. Knowledge of the laws, regulations, policies, procedures and concepts pertaining to healthcare finance, logistics, and capital asset management. The incumbent possesses the ability to write in order to develop performance specifications and standards for audit review programs and activities. Education

Education::Successful completion of a bachelor's degree (or higher) in
accounting; OR a degree in a related field such as business administration, finance, or public administration that included or was
supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
Combination: Applicants may combine education and experience. Applicants must have at least four years of experience in accounting, or equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
Applicants background must also include one of the following. (Transcripts Required) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
