This is a developmental position, located in the Finance Service at the Ralph H. Johnson VA Healthcare System, composes a career ladder structure to the full performance level of Auditor, GS-0511-11. The primary purpose of this position is to improve the business practices in finance, acquisition, contracting, payroll, procurement and capital asset management.

Duties

Duties to include but not limited to the following: Provides advice and performs assistance work for the Chief Financial Officer and Assistant Chief Financial Officer. Ad Hoc data validation for Healthcare System level reporting purposes. Performs a variety of duties to carry out, administer or advise the Chief Financial Officer and Assistant Chief Financial Officer on the facility financial work concerned with assuring the quality of work transactions, business processes, and delivery of services needed to carry out federal government programs and functions. Develops and plans programs for achieving and maintaining total quality transaction processing and customer service throughout the business cycle. Performs financial audits by examining accounts and financial records for the purpose of certifying and attesting that the financial statements of the organization as a predetermined date and to conduct activities related to the detection of fraud, waste, and abuse. Performs programs reviews of logistics, contracting, accounting, part time MDs, capital asset management operational functions in addition to other areas as deemed necessary and ensures these reviews are performed in compliance with internal audit programs. Preferred Experience: VA financial experience or audit experience in any organization is preferred. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023. Individual Occupational Requirement (IOR) Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor." OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. GS-7 position you must have served 52 weeks at the GS-5 GS-9 position you must have served 52 weeks at the GS-7 GS-11 position you must have served 52 weeks at the GS-9 In addition to meeting the basic eligibility requirements, applicants must have the following specialized experience and/or directly related education or a combination of experience and education: GS-7 level, you must meet one of the following qualifications: One year of specialized experience equivalent to the GS-5 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to gathering and assembling documentation for use in audits; and/or examining financial documents, reports, and data for completeness and accuracy; OR One year of graduate-level education or superior academic achievement. 1 year of graduate level education equates to 32 quarter hours or 18 semester hours of education (Note: Applicants who select this response must provide transcripts as verification of their education); OR A combination of specialized experience and graduate-level education as defined above which equals 100%. For example, have six months of specialized experience and year of graduate level education (i.e. 16 quarter hours or 9 semester hours of education. (Note: Applicants who select this response must provide transcripts as verification of their education); OR Bachelors degree with Superior Academic Achievement. Superior Academic Achievement (SAA): If you are claiming SAA, you must submit documentation by the closing date of the announcement showing that you have successfully completed all requirements for a bachelor's degree AND meet one of the following requirements: A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade-point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Rank in the upper one-third of your class in the college, university, or major subdivision. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society. GS-9 level, you must meet one of the following qualifications: One year of specialized experience equivalent to at least the GS-7 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to applying laws, regulations, policies, and auditing procedures to resolve basic problems relating to audit and compliance review work; OR Masters or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields: business administration, finance or public administration; OR Have a combination of specialized experience and graduate level education as defined above which equals 100%. For example, 12 months of specialized experience and one year of graduate level education (i.e. 32 quarter hours or 18 semester hours of education.) GS-11 level, you must meet one of the following qualifications: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following Accounting, Finance or Public Administration; OR One year of specialized experience equivalent to at least the GS-9 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to participating in identifying, analyzing, and resolving issues affecting compliance with laws or regulations related to accounting including analyzing system data in an accounting or auditing capacity. OR A Combination of education and experience as listed above.
