The incumbent serves as a Community Engagement and Partnership Program Manager within the SPP Community Based Suicide Prevention Team (CBSPT), reporting to the Community Engagement and Partnership Supervisor. The CBSPT is responsible for implementing community-based suicide prevention to reduce the suicide deaths among all Veterans nationwide.

Duties

The first 50 applicants will receive first consideration. Additional applicants will be referred in increments of 50 at management's request. The announcement will close on 10/07/2024. Duties include but are not limited to: Delivers all technical assistance and strategic guidance for planning and delivering national initiatives and community-based interventions for suicide prevention within assigned VISNs in collaboration with senior leaders in the VISN. Oversees community-based interventions programs to ensure programs are being appropriately coordinated within assigned VISN of oversight and that they meet all VA standards in fidelity to national models. Oversees national level reporting on identified suicide prevention outcome measures for assigned VISNs; develops, leads, and monitors VISN-level community-based intervention implementation plans; develops and submits regular reports to SPP leadership and when necessary develops and provides corrective action plans for areas identified as deficient in meeting established benchmarks. Responsible for analyzing and spreading best practices throughout assigned VISNs by developing detailed plans, goals and objectives for the implementation, administration, and delivery of training in support of community-based suicide prevention interventions in collaboration with VISN CMHO. In collaboration with Training and Curriculum Manager and VISN CMHOs, develops and implements suicide prevention educational programs and initiatives. Develops, maintains and updates materials and training programs, in coordination with local Suicide Prevention team members, facility and VISN stakeholders, and National OMHSP staff, for distribution to VA staff and external stakeholders. Provides technical assistance and expertise to those who are developing training material for targeted audiences. Assistance may include evaluating and determining appropriate scope, content, educational level and modes of delivery to be pertinent to the target audience(s) and maximize training effectiveness. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advanced knowledge of public health approaches, coalition leadership and management, and other community-based models for suicide prevention. Experience in leading national efforts to build, maintain and strengthen partnerships and to engage communities in public health efforts. Expert knowledge of training, education, and curriculum development. Demonstrated ability to develop training and educational materials, as well as entire curricula, using a variety of modalities and tools. Advanced knowledge of project management for complex region-wide plans for program implementation. Experience in leading of strategic plan development and implementation. Knowledge of innovations and best practices in community-based suicide prevention. Demonstrated ability to translate and disseminate knowledge through training protocols. You will be rated on the following Competencies for this position: Education and Training Partnering Planning and Evaluating Project Management Communication Organizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work may require additional hours to meet project deadlines and to devise corrective actions and solutions to unexpected technical and/or management situations.
