This position is located in the Division of Administration, Dallas Regional Office of the Federal Deposit Insurance Corporation and provides support in the areas of building management, facilities operations, lease acquisition and administration, security operations and related corporate support service programs.

Duties
Serves as oversight manager or technical monitor for complex building and facilities operations and security contracts. Identifies and delineates procurement requirements and ensures needs are met in the most efficient, effective, economical, and timely manner. Responsible for conducting market research, developing cost analysis, statements of work, evaluation criteria, and expenditure cases.
Serves as Division of Administration (DOA) lead providing facility, and administrative support and liaison, to FDIC divisions involved in resolving failed financial institutions (e.g. DRR, CISR etc.)
Advises Division of Resolutions and Receiverships (DRR)/ Division of Complex Institution Supervision & Resolution (CISR) Strategic Operations on bank closing policies and procedures delegated to DOA. Provides guidance and direction in policy changes that will impact the facilities staff and DRR/CISR closing procedures.
Oversees facilities preclosing and closing activities, as well as the identification and ongoing training of staff to ensure DOA readiness in the event of a bank closing.
Is responsible for services provided under the purview of building operations, leasing operations and security operations in the Regional Office (RO) and Field Offices (Fos) to include leases, security guard services, security access and control contracts, building engineering services, construction and architectural contracts, janitorial services, FF&E purchase and maintenance, FF&E disposal, and other facilities support services.
Oversees Dallas Regional/Field Offices physical security and health & safety programs. Ensures compliance with NTEU agreements, lease terms, corporate objectives, and regulatory requirements.
Implements and maintain FDIC security policy, procedures, and standards. Review and evaluates effectiveness of security practices and procedures.
Develops, evaluates, and oversees installation of protection systems, security devices, FDIC ID badge issuance, access control cards/codes and key control.
Is responsible for leasing operations and activities for the region, including market analysis; lease requisition, negotiation, and procurement; cost/benefit analysis; space utilization and planning; design; and construction.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG-12 grade level or above in the Federal service. Specialized experience is defined as experience planning and executing facilities and operations support service to include providing facilities and support services for a failed financial institution closing operation. Experience must also be in at least three of the following areas: security; leasing; construction and architectural contracts; building support services (mail, copier/print services, janitorial services, or equipment maintenance); budgeting/financial analysis; planning and monitoring contractor technical performance.
