Duties

Conducts and provides expert-level investigative guidance for field components regarding the largest, most complex, and most sensitive criminal and occasionally non-criminal investigations which come under the jurisdiction of the SBA OIG. The incumbent should possess an extensive knowledge in SBA programs including, but not limited to, 8(a) Contracting programs, 7a loan programs, disaster and the Paycheck Protection Program. Reviewing allegations for investigative merit, conducting and providing expert-level investigative guidance for field components regarding programmatic investigations. To include performing analysis of program data and making recommendations concerning investigative case development. Identify the issues to be investigated and the policy and or operating procedures that are applicable and recommend appropriate disposition. Develops and maintains a regional field training program by working closely with the ID Operations Training Program Manager to develop training curriculum and FTO training goals for the field. Create an atmosphere to train and mentor Special Agents (SAs) within their respective region. Provides expert-level guidance for field components by developing work plans to establish the methodology of the investigation; identifying and questioning witnesses; handling evidence; conducts warranted searches and seizures, prepares reports on complex investigations, and briefs OIG and senior management in accordance with established investigative procedures. Conducts and provides expert-level investigative guidance for field components regarding questions high-level and publicly known or sensitive subjects and third-party witnesses (formally and informally) to gather evidence from external sources and establish the nature and scope of the violation.

  • You must be a U.S. Citizen.
  • You must be a current SBA career/conditional competitive service employee.
  • You must successfully complete a background investigation. Candidates who do not complete the required background investigation paperwork by the pre-determined due date, will be disqualified.
  • You are required to meet the medical requirements of the position.
  • You are subject to pre-appointment and random drug testing.
  • You must qualify with and carry a firearm.
  • You must be a graduate of the Federal Law Enforcement Training Center's (FLETC) Criminal Investigator Training Program (CITP) or other federal equivalent, OR agree to attend and successfully complete CITP in Glynco, GA.

SPECIALIZED EXPERIENCE STATEMENT: GS-14: One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service that is directly in, or related to, the work of the position to be filled. Specialized experience for this position is defined as: independently plans, organizes, and prioritizes work related to: the application of a wide range of complex investigative concepts, techniques and practices in conducting criminal investigations; extensive knowledge in applying the U.S. Criminal Code, Attorney General Guidelines, and Agency investigative policy; experience in analyzing and tracing complex financial records; skill in written and oral communication, and the ability to analyze and evaluate program policies and make recommendations in order to further the organization's strategic objectives. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MEDICAL REQUIREMENT: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. This position is covered under the special retirement provision for Law Enforcement Officer and Firefighter. Therefore, the maximum age for initial appointment to the 1811 series is the date immediately preceding an individual's 37th birthday. The age restriction does not apply if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special CSRS or FERS retirement provisions, including early retirement. If you have reached the mandatory retirement age of 57, you are not eligible to apply to this vacancy. Applicants are obligated to abide by the Lautenberg Amendment which requires applicants to disclosed whether they have ever been convicted of a misdemeanor crime of domestic violence within the meaning of the statute. If convicted, you will be ineligible to occupy this position unless you received a pardon or your conviction was expunged or set aside. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
