The position is located in the Global Engagement Center (GEC), Undersecretary for Public Diplomacy and Public Affairs (R), Department of State (DOS). The Program Specialist coordinates with key personnel, stakeholders, and subject matter expertise to develop stance on proposed changes/updates. Provides oversight for programs and projects to include daily administrative operations, resource management, policy and plans, and special events/programs.
Duties
Participates in or is responsible for the development, refinement, and publication of GEC policies, instructions, and directives.
Analyzes plans to determine the impact on administrative processes and the feasibility of making modifications to accomplish mission requirements.
Oversees and reviews management surveys, presentations, reviews, congressional inquiries, research projects, and focus groups to provide advisory services on issues identified.
Composes routine correspondence, such as letters of acknowledgment, general office and programmatic policies, acceptance of invitations, and cancellation of conferences.
Serves as a principal assistant to the Chief of Staff (COS) and central point of contact for authoritative information on a host of administrative matters.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems.
Experience assessing the impact of new administrative policies and/or business processes.
Experience applying a wide variety of principles, concepts, and practices to perform a variety of assignments common to office functions.
There is no substitute of education for specialized experience for the GS-12 position.
