This vacancy is for a Telecommunications Policy Specialist in the National Telecommunications and Information Administration(NTIA) within the Department of Commerce.

Duties

As a Telecommunications Policy Specialist, you will perform the following duties: Ensure that agency, Department, and United States Government (USG) recommendations are generally consistent with international Executive Branch telecommunications and information policies. Analyze and evaluate current international telecommunications and information policies in consideration of the technological, economic, legal, social or governmental issues affecting the Internet and NTIA's telecommunications and information program activities. Identify issues, interdisciplinary research, analysis and develop an NTIA program to meet both short and long-term policy needs related to Internet policy, governance and standards development. Serve as an NTIA representative to ad hoc or on- going lnteragency work groups; and/or serve with groups developing policies and procedures affecting international telecommunications issues. Contribute to work on the economic, social and cultural impacts of emerging technologies, applications and services related to the Internet, and make appropriate policy recommendations. Advise and assist NTIA senior management officials (A/S, AA) and other high level USG officials, both in the U.S. and abroad, in explaining NTIA and/or United States Government (USG) policies and programs to key federal, state and/or government officials and to the public. Plan international conferences, when necessary, to discuss recent or upcoming telecommunications and information policy developments, to promote relationship building among United States Government (USG) officials, US industry, foreign government officials, and to promote US industry and trade. Draft actionable summaries, briefs and memoranda on core issues of concern to NTIA, including Internet Issues. Draft presentations, memoranda, and documents such as reports, administrative filings for submission to the Federal Communications Commission (FCC) and Federal Trade Commission (FTC), testimony to Congress, news articles, or other policy reports. This Job Opportunity Announcement may be used to fill other Telecommunications Policy Specialist GS-0301-13, GS-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-13 level: Applicants must meet all of the specialized experience as described below. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Experience analyzing international telecommunications and information policy issues, questions, or conditions in order to evaluate current policies, resolve problems, and/or formulate proposals to meet future needs; Experience with international telecommunications and information policy issues, particularly related to Internet policy, governance, and standards development; Experience with regulatory and social issues affecting international telecommunications and information policy; and Experience establishing and maintaining liaisons with public, federal and foreign government, and industry representatives to negotiate on key international telecommunications and information policy issues.
