This position is located in Division of Administration and is responsible all building management operations, leasing operations, security operations and related corporate support service programs for the Regional Office and associated Field Offices.

Duties
Plan and monitor contractor technical performance, reviews/approves invoices to ensure that charges are in line with actual work performed, meets with contractors and/or contracting staff to resolve contract disputes and/or issues of contractor performance, and works with contracting staff on required contract modifications.
Responsible for leasing operations/activities for the Region, including market analysis, lease requisition, negotiation and procurement, cost/benefit analysis, space utilization and planning, and design and construction.
Responsible for services provided under the purview of building operations, leasing operations, and security operations, which include, but are not limited to field office leases, security guard services, building engineering services, construction and architectural contracts, janitorial services, FF&E purchase and maintenance, and other facilities support services.
Development and implement policies, procedures, and customer service standards, methods of operation, and economical use of material resources in support of building management, security. Additionally, analyzes contract expenses on an ongoing basis and develops budget projections based upon historical and future cost estimates.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as planning and executing facilities and operations support services. Experience must be in at least three of the following areas: security; leasing; construction and architectural contracts; building support services (mail, copier/print services, janitorial services, or equipment maintenance); budgeting/financial analysis; planning and monitoring contractor technical performance.
