About the Position: Serve as Human Resources Specialist, utilizing knowledge of HR programs, regulations, and policies to perform tasks and projects, aligning actions with the organization's goals. The role also involves managing recruitment, outreach, and marketing strategies, working with a Division Talent Management Specialist to provide strategic direction on workforce structuring to attract and retain qualified and diverse employees.
Duties
Utilize knowledge of the various HR programs, regulations, and policies to perform assigned responsibilities and special projects.
Advise management on recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs
Review organizational requirements to identify staffing trends, anticipated vacancies, and retention deficiencies to develop short and long-range workforce staffing plans.
Provide strategic direction on all topics related to workforce structuring to attract and retain highly qualified and diverse employees.
Review program execution throughout the organization, originate solutions to complex or unusual issues, and be cognizant of areas requiring coordinated efforts.
Contribute organizational design input to include position management principles to ensure the most cost-efficient organizations are developed.
Prepare a variety of narrative and statistical reports on the status of program(s) assigned to support data-driven decision making.
Assist in the preparation of written report of findings, recommendations for improvements, as well as areas of strength and best practices to staff officials at all levels within the district.
Develop and execute statistical models and reports to conduct overall program evaluation and effectiveness.
Advise supervisors on policy and procedural changes pertaining to all aspects of personnel management.
Evaluate Human Resource programs for effectiveness and conformance with higher headquarters policies.
Provide oversight and strategic direction of outreach, recruitment, retention, onboarding, and acculturation activities.
Assist with regulatory and policy interpretations, such as strategic objectives, campaign plans, and/or USACE mission priorities.
Oversee the preparation of staff reports and briefings in support of meetings to support Return on Investments (ROI).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- One (1) year probationary period may be required if not completed previously.

Specialized Experience to qualify at the GS-12 level: One year of specialized experience which includes: 1) Analyzing workforce data to develop focused talent acquisition and outreach efforts; 2) Evaluating human capital programs to make recommendations for improvement and implementation within an organization; 3) Providing sound human resources advisory supported by human resources governing laws, directives, regulations, and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
