THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPECIALIST (INFORMATION SYSTEMS/MILITARY), Position Description Number T5858000 and is part of the PA 171st Air Refueling Wing, National Guard.

Duties

As a HR SPECIALIST (INFORMATION SYSTEMS/MILITARY), GS-0201-11, you will serve as the primary point of contact to ensure the effective operation of satellite human resources interface with United States AirForce (USAF) servers and related human resources computers both hardware and software. Provide training on utilization of the different components of the Military Personnel Data System (MILPDS). Serve as a system account manager. Provide PDS customers with technical assistance/training to current users of applicable systems. Promote the use of PDS by providing instructions to functional area users on automated applications and systems such as, but not limited to Military Personnel Data System (MILPDS), Oracle Business Intelligence Enterprise Edition (OBIEE), Command Human Resources Information Systems (CHRIS), Virtual Military personnel Flight Suite of Applications (vMPF), Personnel Records Display Application (PRDA), Retrieval Access Website (RAW), and myFSS. Provide military personnel advisory services to commanders and staff on all personnel systems programs. Provide staff advisory guidance and technical assistance to commanders and management officials requiring or requesting access or utilization of information contained in the various PDS. Perform other related duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC A: NG employees at the 171st ARW Supervisor for this position is CMSgt Jeremy Rohana. Manpower #: 00774382 *NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate 36 months of experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Experience in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and civilian promotions. Experience in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Experience in performance management and productivity programs; or advising on process improvement, best practices, and performance techniques. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
