About the Position: This position is located with the Directorate of Emergency Services in the Police/Provost Marshal Division at Fort Jackson in South Carolina.

Duties

Plans work schedules, revises schedule to meet peak workload periods, and manpower shortages. Writes Standard Operating Procedures (SOP’s) and informs employees of changes in operating procedures; ensures SOP book is current and updated to meet new requirements. Administers emergency services communications operations in the 911 Dispatch Center. Responsible for the proper operation and maintenance of the computer aided dispatch, AVL/Global Positioning System (GPS), and become familiar with the Fort Jackson mass notification system being utilized through the Monaco fire system. Provides working coordination between the various levels of fire, life safety emergencies. Maintains continuous telephone contact with caller (when appropriate) during emergency situations and gives instructions regarding what to do, and what not to do, prior to the arrival of pre-hospital care providers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employee must be able to obtain and maintain a Secret Security Clearance.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Incumbent must obtain and maintain certification in first aid and CPR.
  • Incumbent must meet established hearing and vision tests. Must be able to distinguish colors.
  • Incumbent may be required to work emergency overtime.
  • Must successfully complete Emergency Telecommunicator Course (ETC), national crime information center (NCIC) training and South Carolina Law Enforcement Telecommunications System training and maintain current certifications.
  • Position is subject to shift work.
  • The incumbent is required to work an alternate work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
  • Incumbent is required to work (mission essential) regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure and to report to the duty station at the regularly scheduled time.
  • The incumbent is required to possess and maintain certification in Emergency Medical Dispatch System and Emergency Fire Dispatch system through an accredited source.
  • The incumbent is required to attend National Accredited Public Safety Dispatcher Training. Continuous current certification is a condition of employment.
  • The incumbent is responsible for attaining continuing dispatch and Intrusion Detection education requirements through in-service training that is offered locally.
  • Individuals must possess and maintain a valid State driver's license.
  • The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing as required prior to appointment and periodically thereafter.
  • The work is performed in a highly stressful, restricted office environment.

Specialized Experience: One year of specialized experience which includes experience in an Emergency Services Communications Center that includes (1) administering emergency services communication operations for a large Army installation or equivalent; (2) supervising a group of emergency services dispatchers; (3) providing technical direction on the operations and interface of law enforcement computerized databases such as Centralized Operations Police Suite (COPS), National Crime Information Center (NCIC) and state law enforcement telecommunications systems, as well as the Computerized Intrusion Detection System (IDS). This definition of specialized experience is typical work performed at the next lower grade level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using certifications and experience -- no substitution of education for experience is permitted.
