This term position is located at the San Juan National Historic Site and also services the Christiansted National Historic Site and the Virgin Islands National Park. The interagency dispatch center provides support for these parks as well as for law enforcement/authorized officers of other agencies.

Duties

Coordinate initial emergency response, evaluating incidents, soliciting all necessary information and applying judgement to interagency guides, protocols and pre-plans. Receive and evaluate emergency calls, soliciting information to initiate an appropriate response of emergency services personnel, acquiring critical information (law enforcement, fire, medical, search and rescue, etc.) from the public and other public safety agencies. Use a variety of specialized computer programs such as NCIC (National Criminal Information Center), NLETS (National Law Enforcement Telecommunications System), and CAD Computer Aided Dispatch) in the performance of dispatch duties. Perform multi-jurisdictional all-risk incidents (law enforcement, wildland fire, structural fire, aviation, intelligence, medical search and rescue, and other emergency services) in an interagency communications center. Provide training for lower graded or new dispatchers, troubleshooting issues and contribute to a more efficient operations by making recommendations for improving operating procedures. Perform dispatch duties using fluent Spanish, especially the ability to speak and understand Spanish.

Qualifications

All qualifications must be met by the closing date of this announcement-10/02/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: This position performs dispatch services in the Carribean Islands and Spanish fluency is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Providing dispatch services for medical emergencies, law enforcement, aviation, or fire operations; serving as an Emergency Medical Dispatcher (EMD); operating computer systems related to dispatch such as National Criminal Information Network (NCIC), National Law Enforcement Telecommunications system (NLETS), computer aided dispatch (CAD) system or similar; coordinating responses to emergency incidents by initiating response of personnel and equipment according to protocols and providing communication and logistical support to responders. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

CONTINUATION OF REQUIREMENTS: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

EDUCATION:

There is no substitution of education for experience at the grade level(s) of this announcement.
