This position is located in the Financial Resources Management Service at the Michael E. DeBakey VA Medical Center, Houston, TX. The incumbent performs budget analysis, including execution and reporting of the Medical Center budget. This work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of budgeting. The position is responsible for managing all program fund control points and accountability of funds.
Duties
Major duties and responsibilities include but not limited to:
Perform budget execution duties for the medical center.
Gather data necessary for tracking and evaluating programs or activities. Monitoring obligations, FTEE, Workload, collections against the National and VISN plans, preparing and reviewing Pre-Year and Mid-Year reviews.
Check TDA's and distributes/transfer funds.
Run Macro and reconcile Status of Allowance report.
Perform duties associated with the management and control of resources or funds.
Supply financial statements to operating program officials for informational and planning purposes.
Plan and conduct studies to determine the requirement for updated financial information.
Prepare a wide variety of cost reports, balance sheets, and recommendations required for analysis of potential policy revisions.
Adapt approaches to plan and conduct specialized studies and consolidate information from major portions of the program.
Communicating with service officials on various budgetary issues, such as, needs and surpluses, distribution of funding, etc.
Plan and conduct studies to determine the requirement for updated financial information.
Prepare a wide variety of cost reports, balance sheets, and recommendations required for analysis of potential policy revisions.
Adapt approaches to plan and conduct specialized studies and consolidate information from major portions of the program.
Communicate with service officials on various budgetary issues, such as, needs and surpluses, distribution of funding, etc.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the Agency

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: computer systems (i.e., desktop, personal (PC), workstation); various financial reports including daily, bi-weekly, and monthly reports. Able to describe and demonstrate the contents of these reports; working with an operating plan, flash report, and/or other financial reports for a large facility; participated in or lead an annual close out being fully involved in the process; develop projections for management to represent financial condition at any point in time. Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Physical Requirements: The work requires some physical effort such as standing, walking, bending, filing, and the lifting and/or carrying of light items such as files and office supplies. Typically, the employee sits comfortably to do the work. The employee is required to answer numerous personal/telephonic inquiries and must have adequate eyesight and hand dexterity to allow for reading and operating a computer.
