The Department of Veteran Affairs (VA) manages six insurance programs covering approximately 3 million policies that provide life, disability, mortgage and annuity insurance to its policyholders. The incumbent performs all insurance and servicing actions involved in establishment, change, maintenance and adjustment of Government Life Insurance policies.

Duties

The duties and responsibilities include but are not limited to: Analyzes insurance records and information generated in order to release information to the insured, e.g. lapse letters, bills, interest notices, loan receipts, refunds, dividends, credits and matured endowments. Prepares inputs for all tasks above that require an account maintenance action. Prepares correspondence to explain actions and exchange information. Uses forms Letters and original compositions. Review correspondence Analyzes insurance records and information generated in order to release information to the insured, e.g. lapse letters, bills, interest notices, loan receipts, refunds, dividends, credits and matured endowments. Prepares inputs for all tasks above that require an account maintenance where originator has not clearly expressed either the question(s) or the action(s) requested. Prepares responses in order to provide, to the extent possible, that all relevant issues are addressed. Determines whether or not the Privacy Act permits release certain information stored in the records system. Processes applications for loans and cash surrenders. Reviews the application, insurance records and record printout to determine acceptability and eligibility for loan or surrender. Recognizes surrender applications from insured on waiver of premium in order to initiate conservation procedures. Determines a variety of values, either by manual calculation or by reference to tables, in order to maintain the account. Determines values such as interest, premiums, reserve value, loan value and cash surrender value and calculates critical dates on policy loans in order to prevent loss of insurance through automatic cash surrender. Determines length of extended insurance on lapsed permanent plan insurance contracts. Applies remittances requiring calculations to insurance control accounts. Examines applications for insurance reinstatement conversion, and reduction in order to determine acceptability. Determines whether the insured must complete either medical or non-medical applications for conversions, reinstatements, reductions or splits of contracts and changes in coverage and determines eligibility on the nonmedical applications. The incumbent determines the appropriate referral on medical applications.

Qualifications

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-5 position you must have served 52 weeks at the GS-4 level. Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-6 position you must have served 52 weeks at the GS-5 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information. Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) A broad knowledge of the procedures necessary to retrieve and dispatch documents through the use of an automated system. OR Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four (4) academic years above high school education from an accredited institution. OR Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 4 years of high school education. To combine education and Specialized Experience first determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-06 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Collected and entered data into a database; and created reports and spreadsheets. (2) Has performed basic file searches in order to retrieve data and maintained already established data bases; or has completed formal training in using word processing, data base management, and spreadsheet software applications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education

There is no educational substitution for the GS-6.
