The Financial Accounts Technician (Loan Clerk) is located within the Insurance Center Policy Center Services of the Department of Veteran Affairs, Philadelphia VA Regional Office. The incumbent performs all insurance and servicing actions involved in establishment, change, maintenance and change adjustment of Government Life Insurance Policies.

Duties

Prepare summary information for each office and the opening balance Upon receipt of the monthly registers, make necessary corrections and releases input for processing through Run 160. Review and correct register rejects and properly prepare them for the following months register. Process inactive allotments for Insurance. Research the amount of dividends paid on accounts and prepares New York Tax letters upon request. Responsible for controlling the allotment ledgers for six Service Allotment accounts including Army Retired, Navy, Air Force, and Marines and one Deduction Account, including those from Hines, IL. Ensure that all work items are delivered to the appropriate individuals Print and release Social Security Admin letters from return mail daily. Receive and review each financial report for each allotment and deduction account and checks accuracy of information and submits a summary for each. Review and apply incoming payments received from direct debit from banking institutions, payments sent through banking institutions' e-billing, and other forms of electronic billing. Research and apply payments that the Insurance systems are unable to apply automatically. Review and process financial records for electronic and payments unable to be applied automatically. Apply pending payments for new insurance applications. Refund payments received when no active insurance is on record.

Qualifications

The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: To qualify at the GS-05 grade level, you must have one year of specialized experience equivalent to the GS-04 level or higher. Specialized experience is defined as: (1) Experience performing technical assignments that include accounting, and/or financial services functions in an office setting. OR Applicants may substitute education for the required experience. To qualify based on education for this grade level applicants may substitute four (4) years (120 Semester hours or 180 Quarter hours) of education above high school, in an accredited college or university. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. OR Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 90 semester hours of education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
