About the Position: Serves as team lead and Contracting Officer providing advice, guidance and expertise to Seattle District Chief of Contracting. Serves as team lead and Contracting Officer providing advice, guidance and expertise to Seattle District Chief of Contracting.

Duties

Advise the District Chief of Contracting on the personnel resources to be devoted to particular programs (e.g., Commercial Activities), or to individual functions (e.g., contracting or contract administration). Develop plans for achieving and evaluating office performance against Army or USACE established goals (e.g., set-aside for small businesses). Develop and/or advise on the best means for enhancing participation of small business in contracts. Serve as a senior advisor to the District Chief of Contracting, the Regional Chief of Contracting and PARC, and other key officials in all aspects of contracting. Participate in operational planning with top management and key operating officials. Provide authoritative interpretations on behalf of the District Chief of Contracting. Represent the District Chief of Contracting, in contacts with outside activities such as Environmental Protection Agency, Small Business Administration, Department of Labor. Oversee the processing of contract claims and disputes arising under the Contract Disputes Act. Oversee and may participate in, negotiations for contract modifications for work outside the scope of the contract.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Army Acquisition, Technology, and Logistics (ATandL) Workforce position in the career field of Contracting.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • The DoD is adopting a single level of certification with foundational training and an examination (DoD Contracting Professional Certification Program). You must obtain this certification within 24 months.
  • As a Contracting Officer (KO) the required Warrant must be obtained within 3 months.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. Minimum Qualifications for the GS-13: Specialized Experience: One year of specialized experience which includes performing pre-award, post-award, contract price/cost analysis and negotiations for Construction, Operations and Maintenance (O&M), Services, Supplies or Architect Engineering (A-E) projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyContract AdministrationContracting/ProcurementProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
