This position is located in the Small Business Administration, GCBD-Area 6-SanFrancisco in Seattle, WA. Serve as the Procurement Center Representative (PCR) reviewing and coordinating procurement operations and actions of the federal procurement centers/installations to which assigned in an effort to aid, counsel, assist and protect the interest of small business.

Duties

This position is ONLY open to surplus and displaced Small Business Administration employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles. To be eligible for CTAP or ICTAP consideration, you may only apply for a position that is at or below the grade level, and does not have greater promotion potential, of the position from which you are being (or have been) separated. The Procurement Analyst duties include:

Requirements

  • You must be a U.S. Citizen.
  • Appointment will be subject to the applicant's successful completion and favorable adjudication of a background investigation.
  • You may be required to serve a one-year probationary period.

Qualifications

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-12 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts must be included in your application. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver as noted under Paragraph D in the GS-1102 Contract Series qualification standard at www.opm.gov. AND Specialized Experience: One (1) year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector which demonstrates:(1) The ability to work independently applying and interpreting knowledge of federal procurement small business laws, regulations, policies and procedures to support businesses for compliance with regulations pertaining to federal contracts or subcontracts; AND (2) Reach conclusions that small businesses are eligible to compete for federal related contracts (i.e. contract development, supplier training, supplier development).This information must be clearly documented in the resume. It is available for your review on OPM's Qualifications web site: Contracting Series, 1102 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. You must possess aFAC-C(Pro) / DAWIA Professional certification OR industry equivalent such as the NCMA Certified Professional Contract Manager or a combination of experience and education that evidence comparable skills to FAC-C(Pro). ). You will be required to sign a training agreement and a statement of understanding. All qualification requirements must be met by 11:59 pm (Eastern Time) on 06/27/2024.
