The primary purpose of this position is to serve as a transportation Assistant, providing call center, billing, shipping, and storage section-level services/support to DoD and/or US Coast Guard customers at a large regionalized Joint Personal Property Shipping office. This is a developmental position with known promotion potential to the target position GS 2102-07

Duties

Responsible for the coordination on all aspects of shipping/storage of goods Interprets guidelines and instructions, determines the approach, and adapts the process, to resolve customer concerns. Estimates or validates charges, not limited to handling services, temporary storage, third-party services, mileage rates and accessorial services. Conducts statistical sampling and audits to execute program oversight of commercial industry.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, as Clerical and Administrative Support Position, Transportation Clerk and Assistant Series 2102. GS 2102-5 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes basic knowledge of modes of transportation for movement of personal property, passengers, and cargo; and a basic knowledge of government transportation regulations. OR EDUCATION: Successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements GS 2102-06 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of modes of transportation for movement of personal property, passengers, and cargo to include factors affecting that transportation; some knowledge of government and multi-service/U.S. Coast Guard transportation regulations; and some knowledge of organizational missions, objectives, procedures, and regulatory framework for traffic management programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. GS 5/6 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organized work and consult effectively with co-workers. GS 7-KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of all modes of transportation for movement of personal property, passengers, and cargo to include factors affecting that transportation, such as public laws, foreign government requirements, DoD policies and limitations/capabilities of the different transportation modes. Knowledge of government and multi-service/U.S. Coast Guard transportation regulations, policies and guidelines, including Comptroller General Decisions and traffic management policies and procedures. Knowledge of organizational missions, objectives, procedures, and regulatory framework for traffic management programs within which DoD and other federal agencies operate. Skill and ability to utilize technical and functional experience with developing and recommending solutions to complex transportation problems and initiatives. Ability to communicate/respond to a range of questions from government agencies, activities personnel, customers, commercial carriers, and/or others regarding the shipment and storage of personal property. Ability to gather facts and use effective, analytical and evaluative methods to accurately assess information and make sound decisions. Also, have the ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
