Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Outer-Continental Shelf (OCS) Region (GOMR), Office of the Regional Director/Office of the Deputy Regional Director for Production, Regional Field Operations, Office of Safety Management, duty stationed in Jefferson, LA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Represent the Bureau at industry workshops or meetings related to Safety and Environmental Management System (SEMS). 2. Review and analyze data and information gathered for all incident investigations and inspection compliance, recommending issuance of and drafting Safety Alerts, Notices to Lessees, and revisions to Federal Regulations when appropriate. 3. Monitor the real time performance of Operators which applies appropriate weighting and consideration to Incidents of Noncompliance (INCs) and Incidents for use in determining performance over time. 4. Participate in conferences with various Federal and State regulatory agencies and industry representatives regarding safety management systems, increased oversight, and statistical analyses of compliance data and incidents. 5. Plan and participate in the Annual Performance Reviews of select operators that fall below defined performance benchmarks. 6. Participate in and conducts audits of operator's well control and production safety systems training program and SEMS. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Work Environment: Work is performance primarily in an office setting. There is some travel by government vehicles, airplanes, and chartered helicopters to offshore locations. Incumbent is occasionally exposed to offshore drilling rig and platform environments. Financial Disclosure: You will be required to file an Employment and Financial Interest-OGE-450. Travel: You may be expected to travel for site visits, meetings, training, and conferences 1-5 days per month. Salary Information GS-13: $119,502 - $155,357 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. Qualifications: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. Petroleum Engineering Series, 0881: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Coordinating audits of Outer Continental Shelf (OCS) operator's Safety and Environmental Management System (SEMS) program as it relates to oil, gas, and/or sulphur exploration, development, and production operations on OCS leases. Conducting performance reviews of OCS Operators. Conducting analysis associated with Incidents of Noncompliance (INCs) and Incidents. Drafting Safety Alerts, technical papers or Notice to Lessees / Regulations as it relates to OCS safety management. Conducting risk-based inspections on the OCS on data driven topics MUST MEET 4 of 5.
